摘要註:	公共政策的決策者必須以民意為基礎，政策才能推展順利。而駁二藝術特區是高雄市重大的公共政策，若能從利害關係人的角度來了解特區對當地社區的影響，並將關係人所關注之重大議題引進政策之中，將使政策的擬定與推動更具公平性，也更能符合社區的需求。本研究主要的目的在分析駁二藝術特區對社區的衝擊，並比較不同的利害關係者間的差異性。本研究以駁二藝術特區的利害關係者作為研究對象，分為政府人員、藝文業者、居民、攤商及遊客五大類型。藉由文獻資料整理與10名利害關係者的深度訪談，共歸納出28項衝擊因子，並發展為「社區衝擊」量表。本研究以問卷調查進行資料蒐集，共發出307份問卷，回收有效問卷302份，依此進行統計分析。研究結果整理如下：(1)整體而言，駁二藝術特區利害關係者對社區衝擊認知持正面的認同度，(2)以社區衝擊構面分，認同度依序為「藝術空間」、「永續經營」、「產業特色」及「開放衝擊」；(3) 駁二藝術特區利害關係者不同的人口統計背景在社區衝擊及其構面的認知有顯著性差異；(3) 駁二藝術特區不同的利害關係者在社區衝擊及其構面的認知有顯著性差異。本研究將分析結果做出總結和建議，以提供社區發展及政府相關政策擬定的參考。 Public policy-makers must take public opinion into account for an effective implementation. Pier-2 Art center is a major public project for Kaohsiung city. In order to develop an equitable policy, it is necessary to understanding the impact of the Pier-2 art center project on the community and how stakeholders are affected by this project. The purpose of this study is to investigate the impact of the Pier-2 Art center project on the community and to examine differences in the perceived impact among different stakeholder groups. Five stakeholder groups were identified: government officer, art group, community citizen, vendor and tourist. In-depth interviews with 10 subjects were firstly conducted. A questionnaire with 28 impact factors was then developed based on qualitative analysis and literature review. A total of 307 stakeholders were interviewed to measure their perception of how the Pier-2 Art center project impacts on different domains. 302 valid samples were collected for further statistical analysis. The main findings are: (1) stakeholders, in general, perceived positive impacts of the Pier-2 Art center project on the community, (2) the level of agreement of perceived impact dimensions are, in descending order: art space arrangement, sustainable operation and management, the uniqueness of industrial development, and negative community impact, (3) there is a significant difference among various demographic groups in perception of the impact of the Pier-2 art center project on the community and (4) there is a significant difference among stakeholder groups in perception of the impact of the Pier-2 Art center project on the community. Implications concerning the relationship between the community and policies and strategies regarding to the Pier-2 Art center project are discussed.
