Supplier assessment and selection is critical in the world of logistics and supply chain management. Despite this criticality, however, assessment and selection related processes and methodologies are largely undocumented and informal. Given the inadequate treatment of published knowledge on the relationship between supplier performance assessment and selection, government agencies and commercial businesses are unable to effectively understand the value of supplier assessment when selecting prospective suppliers. A more quantitative empirical approach is needed. Improving the way government agencies and commercial businesses assess and select suppliers would clearly result in significant cost savings, better schedule adherence, and higher-quality products. Key to supplier selection for large government projects is the effective evaluation and subsequent application of suppliers’ past performance data. With that in mind, organizations continue to search for better ways to adequately assess and apply that data. This research developed new ways to more effectively use the United States Government’s primary supplier evaluation system, called the Contractor Performance Assessment Reporting System. This research found a strong association between the previous year’s scores and the current year’s scores. Furthermore, this research found no association between contract size or military branch of service and changes in contractor performance scores. Lastly, this research also uncovered an association between scoring patterns and both the military branch of service and obligated value. This research provides an additional lens through which to view existing data so that it can be effectively used as part of the decision-making process for awarding future contracts.
