    摘要註: 市場快速變動之下,企業如何因應產品生命週期短、價格變動大與消費者需求改變的情況,則企業需透過採購管理來進行對市場掌握與控制。在全球化的企業下,採購管理已經是企業競爭核心。採購管理已經從以往的一般例行性採購轉化成策略性採購,而採購管理對公司的政策也有很大的影響,因此採購管理將成為企業決定經營效率的關鍵因素。  企業開始重視採購管理,因採購成本佔企業成本的一半,希望藉由採購管理的發展來提升公司的競爭能力。而採購管理對製造業的經營管裡有著極大的影響,而一個企業在採購上可配合公司策略形成的方向,最終幫助提升公司策略性目標的成功,這才叫做策略採購。因此,採購管理不只是將採購做得好,而採購時也需要考量到策略的重要性,才能利用最少的資源來達到效益。因此,企業利用採購管理來管控供應商,與供應商建立良好的關係,使的達到原物料價格穩定、品質穩定與提供良好的售後服務。因此,採購管裡中對供應商的管理與控制,是採購管理成功的一個重要條件。  供應鏈管理是透過管理供應商而達到品質、交貨與數量的控制。而供應商管理得當將會影響到採購管理的優劣。因此,採購管理中選擇適當的供應商讓交期與品質在掌握中,來達到供應鏈管理的目的。而企業為了能對供應商有更多了解,製造業中利用電子e化來建立網路平台的方式,來進行對供應商議價、比價,並藉此掌控供應商的原物料成本、庫存管理與交貨期限控制,讓網路平台系統就可以達到管理的效用。因此,在採購管理當中選擇良好的供應商,則是採購中重要的課題。  採購管理已被企業當作是提升競爭力的重要核心。因此,近年來台資與外資企業,為了讓採購機能提升到公司策略的層級,達到滿足公司整體策略。而採購人員則需要做到策略採購,才能將公司的策略與採購達到配適,使採購可以符合企業之策略與任務。因此,採購人員要做到策略採購,則也須發展出採購能力,培養出對採購市場的敏銳度和必須拋棄過去只看最低單價的方式,而是要最佳化整體供應中的總成本,來達到有效的策略採購。  企業會因組織型態與文化之不同,採購管理機制與功能則會有很大的差異。因此,本研究以個案分析方法,探討台資企業與外資企業採購管理之比較,探討台資企業與外資企業在採購管理上有哪些差異。並利用個案分析方法,歸納出日月光公司是如何進行採購管理與建立採購管理機制。而藉由個案分析方法,掌握到台資與外資在採購上之不同,經探討、比較與分析後,再根據本研究實證分析結果提出結論。 The under rapidly changing market, how companies in response to short product life cycles, large price changes and consumer demand change, companies need to control the market through the purchasing management. In the globalization of enterprises, purchasing management is the core of the business competition. Purchasing management from the previous routine purchasing t into a strategic purchasing and purchasing management also have a great impact on the company's policy, so the purchasing t management will become a key factor to determine the operating efficiency.Companies began to pay attention to the purchasing management, due to purchasing costs account for half of the cost of doing business, and hope to enhance the competitiveness of the company's development by purchasing management. And operational management of purchasing management in the manufacturing sector has a great impact on purchasing management to control suppliers to establish a good relationship with suppliers, to achieve the raw material price stability, stable quality and good after-care service. Therefore, supplier management and control of purchasing management, purchasing management is an important condition.Supply chain management is to achieve through the management of supplier quality, delivery, and the number of control. Suppliers properly managed will affect the pros and cons of purchasing management. Select the appropriate vendor for the delivery and quality under control, to achieve the purpose of supply chain management in purchasing management. To be able to learn more about the suppliers to create a network platform by the use of electronic e-manufacturing, supplier negotiation, parity, and to take control of the supplier of raw material costs, inventory control, management and delivery deadlines network platform system can to the effectiveness of management. Therefore, choose a good supplier in the purchasing management which is an important subject of the purchasing.Purchasing management business is an important core to enhance their competitiveness. Therefore, in recent years, domestic and foreign companies, in order to allow the purchasing function raised to the level of the company's strategy to achieve the overall strategy to meet the company. Purchasing staff need to do strategic purchasing, to the company's strategy and purchasing to fit the purchasing in line with corporate strategy and tasks. Therefore, the purchasing staff to achieve strategic purchasing, is also required to develop purchasing capacity and train the way the sensitivity of the purchasing market and must be discarded in the past look at the lowest unit price, but to optimize the overall supply in the total cost of to achieve effective strategic purchasing.Enterprises due to tissue type and the different culture, purchasing management mechanisms and functions will have very different. Therefore, this study method, case-by-case analysis to explore the comparison of the domestic and foreign companies purchasing management, for example, to explore the e domestic and foreign companies in the purchasing management. And use the case study method, summed up the ASE purchasing management and establish the purchasing management system. By case study method, grasp the domestic and foreign investment in the purchasing of different, through discussion, comparison and analysis, and then according to this study, empirical analysis to recommend.
