    摘要註: 石化產業在台灣由農業邁向工業發展過程中,扮演了重要的紐帶角色,北高雄更是台灣石化產業發展的重鎮,事實上迄至六輕伊始,石化產業之上游方才逐漸走出高雄,北高雄之石化產業聚落,主要以歷史最悠久的中油煉油廠為核心輻射開展,而本研究標的之宏南社區,是日據迄今,均做為日本高級海軍將領或中油高級職員之宿舍。本研究即以文化景觀之角度為切入點,並由基地調查分析其產業聚落保存之價值,亦以訪談法來得到高雄市政府以及中油並宏南社區居民之對本社區列入文化景觀的態度,茲得出研究成果有三。一、宏南社區是石化產業因國家強權介入,加諸產權屬於國營事業,方才保存石化產業聚落之文化景觀產物。二、文化景觀即是等於產權被瓜分之刻板印象,需要被教育,亦需要尋求共識。三、文資法法令執行上的空窗期,所給予產權所有者處置的機會,無疑構成對文化景觀之絕對摧毀。 The petrochemical industry plays a crucial role in transitioning the agricultural into industrial society in Taiwan. A primary development area of the petrochemical industry in Taiwan is located in northern Kaohsiung. Only after the Sixth Naphtha Cracking Plant was built, the upstream petrochemical industry spread from Kaohsiung. The petrochemical industry cluster in northern Kaohsiung was developed centering on the oldest CPC refinery. The target of this study was the Hong-Nan Community, where the dormitory for Japanese admirals or advanced CPC staff was built when Taiwan was under Japanese rule. From the perspective of cultural landscapes, this study involved the base investigation and analysis regarding the preservation value of the petrochemical industrial cluster in the Hong-Nan Community. The interview method was also used to understand the attitude that the Kaohsiung City Government and residents of the CPC Hong-Nan Community held toward categorizing the Hong-Nan Community as a cultural landscape. Three results can be concluded as follows.(a) The Hong-Nan Community can be preserved as a whole because of the governmental intervention. In addition, the Hong-Nan Community was owned and regulated by a state-run business, before transformed into a cultural landscape in relation to the petrochemical industry cluster.(b) After the Hong-Nan Community was categorized as a cultural landscape, divergent opinions have been proposed by the owner CPC, Kaohsiung City Government, and academia. Regarding the stereotype of divided ownership for cultural landscapes, education must be performed and consensus be met.(c) Cultural property formed over time is preserved based on the current interest and incentives. For example, the Hong-Nan Community, which maximizes its cultural landscape value through commercial manipulation, faces the greatest obstacle The halt period of regulation execution provides the owner an opportunity to dispose of the property rapidly.
