摘要註:	高字塔兩次的失敗，首因中央政府「國家暴力對待在地紅毛港居民」，毀壞在地產業、潟湖及各種天然資源、限禁建及製造各種污染毒害長達30餘年等，使在地人對政府產生仇恨，近又在高字塔即將第三次再利用之際，將歷380餘年歷史聚落拆除，使高字塔成為孤懸在三面環海，唯一陸路交通受各種工業污染環伺的偏僻景點，失去在地居民、宗教、產業、歷史聚落、自然資源等優勢，成為未來第三次再利用最大敗因。其次為地方政府「政治干預不當」及「策略錯誤」，滛凸顯政績匆促開幕，錯誤策略將資金投資在行銷活動，非解決高字塔各種困境，致兩次失敗收場；近第三次計劃再利用又同樣定位在「行銷及展演」，執迷不悟重蹈失敗策略，為全台灣所罕見。本研究以高字塔閒置空間再利用個案，呈現閒置空間再利用與政治干預的關係，透過台灣各地方縣市閒置空間再利用實際案例，及所遭遇的問題與課題，探討高字塔及在地紅毛港的歷史背景、宗教、產業、人文等價值與閒置空間再利用的重要關連，並從高字塔兩次再利用兩次失敗的時機面、策略面、制度面、經營面、資金資源面等不同面向，去發現失敗原因；最後再從政府即將投入四億多元高字塔第三次再利用計畫中，以新動機企圖、發展策略、新計畫內容、執行方式、新資金運用模式、及所要面對的問題與困境等，去分析合理的邏輯及可能再失敗的因素。希望所呈現的結果，能成為一種反思，未來政府在推動閒置空間再利用案時，不要再重蹈覆策，高字塔兩次失敗的現象不要再度重演浪費民脂民膏，以國家暴力殘害紅毛港歷史聚落人民的事件不要再發生。台灣閒置空間再利用，需保存歷史建築軌跡，並真正轉型為可與世界競爭的成功創意產業，以產業獲利增加經濟收入，永續經營造福人民。 The reason for Gaozi Tower being abandoned for two times was mainly the hatred of the local citizens against the government. In fact, the Central Government “exercised national violence against the residents of Hongmao Harbor,” destroyed the local industries, lagoons and different kinds of natural resources, restricted and forbid local construction, and created various kinds of pollution and toxic harm for over 30 years. All these behaviors of the government aroused hatred from the local people against the government. While Gaozi Tower is going to be reused for the third time recently, the settlements around having gone through a history of over 380 years are going to be demolished. Of course, the lonely and isolated Gaozi Tower, with its three sides facing the sea and the only land passage of its access harmed by different kinds of industrial pollution, will lose the advantages of local residents, religion, industries, historical settlements, natural resources, and so on. This is also why Gazi Tower will face abandonment for the third time. The second reason for its being abandoned includes the “inappropriate political interference” and “strategic mistakes” of the local government. In order to highlight the political performance, the local government arranged the opening ceremony hurriedly. Such a wrong strategy made the fund mostly placed in marketing activities, but was unable to solve different kinds of predicaments of Gaozi Tower, thus leading to the two times of its being abandoned. Similarly, the third attempt of the reuse plan is also positioned in “marketing and performance.” This kind of strategy, which obstinately
