摘要註:	都市更新係為了解決都市老化，改善都市機能，活化都市機能的等相關問題的重要都市發展工作，本研究以林投里更新案為案例，土地被劃為機關用地，限制建築且除了產權複雜以外還存在著社會弱勢、邊緣戶、獨居老人等問題，有能力的人都搬離這裡，留下的都是待解決的產權複雜與社會弱勢問題，由於都市更新在拆遷補償與安置計畫的研究文獻不多，故本研究係假設實施者為政府機關，從「安置計畫」的角度切入探討解決本更新區的安置問題。本研究透過文獻分析法收集國內案例發現均以拆遷補償為主，法令缺乏有關安置計畫的明文規定，本研究認為開發不能只是拆遷補償，其他的社會弱勢問題須藉由「安置計畫」一併處理解決，透過深度訪談法以了解產、官、學、居民對於林投里更新案的看法，針對居民安置需求利用問卷調查法收集意見再以模糊質性比較分析法分析林投里的安置問題，藉由布林邏輯運算分析出居民的需求與期待，做成結論，建議具體可行的方案，提供日後案例參考。並期能對解決林投里都市更新案有所幫助與建設，同時本研究也發現居民是期待政府要有所做為的，應該成立一個專責機構或單位，來處理相關問題，也希望不久的將來，高雄能夠有第一個都市更新成功的案例完成。 Urban Renewal is to solve city’s aging, improve urban function and activate urban regeneration and so on. Take Lintau village of Kaohsiung City as a example, the land is divided into administrative authorities and is restricted to build. Besides Complex property, social vulnerable group, marginal men, and elderly people living alone are still the problems need to be solved. Because the researches of compensation for demolition of housing and settlement of inhabitants are thin on the ground, this study assumed that executive is government agency, and went into the settlement of inhabitants in Lintau village.This study collected the cases of relocation compensation in Taiwan by document analysis and then found the laws and regulations without expressly stipulated in writing in the settlement project. The development of land was not only compensation for demolition of housing, but also social-vulnerable problems should be taken into consideration through settlement project. To realize the opinions on Lintau village’s urban renewal of government-industry-University and inhabits through depth interview method. Using questionnaire survey method collected opinions of settlement need of inhabits and then analyzing the settlement of Lintau village’ inhabits through fuzzy qualitative comparative analysis method. Therefore, using Boolean logic operation analyzed the need and expectation of inhabits and came to a conclusion to solve the problems of Lintau village renewal. Furthermore, this study found that inhabits of Lintau village hope the government authorities could set up a special department to solve the relative problems of urban renewal. And the inhabits also hope that have the first case of successful completion of urban renewal in Kaohsiung in the near future.
