    摘要註: 全球氣候變遷與溫室效應的影響下,世界氣候極端變化,各地洪災、乾旱等天災頻繁。2009年台灣、印度、泰國、菲律賓、墨西哥等國家遭受百年來的洪水侵襲,揭示了河川流域之水治理為世界各國國土與區域空間規劃中最迫切也最重要的重點。在台灣典型的地型氣候條件與平原型河川特性下,上游坡勢陡峻,中下游近乎平緩,加上氣候乾溼季分明,往往造成治水與水資源利用的困難。以往河川治理皆以硬體水利工程治理為主,以快速排水與有效防洪為治理原則,將水視為「禍源」。而強調排水效率的硬體水工工程,不但破壞自然環境,也忽視河川氾濫真正的意義。從歷年來的所編列的治水特別預算及相關整治內容,我們可以看到河川治理依舊跳脫不出傳統的治理思維與模式。永續發展下的河川流域治理經驗中我們看見河川流域治理其實為生活整合型的水資源與流域共同治理的概念,透過景觀規劃作為土地使用與人類活動之最適化結合之工具。永續發展下所談論水治理與經營的面向,重點在於「因地制宜」與「回復其自然能力」。因此流域治理的觀念其實在探究自然環境得以保護,且人類生活得以持續發展下,人與土地的最佳化生活整合之思維,兼顧水質、水量、水與生活,並以「水的最大下滲、水的最大遲滯、水的最小逕流」做為整體水治理的主要核心訴求。因此本研究最後以高雄縣典寶溪流域為例,透過景觀規劃作為生活整合型流域治理之應用工具,初步提出永續兼具生活、水資源與流域治理的景觀規劃模式,作為未來台灣進行地區水資源經理與河川、流域等空間治理之參考依據。 Global climate change and the greenhouse effect the world of extreme climate change, local floods, droughts and other natural disasters frequent.August 8, 2009 the typhoon, Morakot, which damaged the southern Taiwan strongly with heavy wind and rain. It also revealed that Plain river is the most important and urgent issue in Taiwan?s river management. Under the influence of typical Taiwan climate and terrain, the terrain of a plain river?s up-stream is quite steep and is relatively flat down-stream. There?s a clear distinct precipitation volume between dry and wet season. It often results in difficulties in water management and water resource management. The traditional ideas of river management maintained that water was trouble and most of the governance concepts stressed on flood control and rapid arrangement. Stressed that the drainage efficiency of the hardware Hydraulic Engineering, it not only degrades the environment, but also ignores the true meaning of flooding issue. From over the years by a special budget provision of flood control and related content regulation, we could realize that the concept behind the plan is under the constraint of traditional thinking. From the experience of river management based on sustainable development, we learn that river basin management is the result of collective management of water resource and river basin. Through landscape planning, sustainable river basin management is also the tool for optimal integration of land use and human activities. From sustainable perspective, the key points of water management are“to take actions that suit local circumstances?and “to recover it natural ability?. Therefore, the concept of basin management is to explore the optimal integration of human and land under the conditions that natural environment is protected and people?s life is sustained. Also, the basin management gives considerations to water volume, water quality and living at the waterfront, and makes its main appeals on “the maximum infiltration、maximum detention, and minimum runoff?.Therefore, this study takes Dian Bao river in Kaohsiung County as an example,to propose a model of landscape planning in living integrated sustainable water resource and basin management, and to take landscape planning as the tool for collective management of water resource and river basin. Finally, to establish a model reference for future Taiwan water resource management and river、river basin management.
