    摘要註: TOD策略能夠幫助都市成長管理及改善生活品質。而且是以大眾運輸場站為發展核心,在場站周邊之土地使用,以適度高密度開發及複合使用。區域範圍內創造安全、舒適與便利的步行空間,與快速的大眾運輸轉乘系統。通常都混合住宅、購物和工作之機會,並打破往傳統以「小汽車」為導向的都市發展,恢復以「人」為本的都市設計。 本研究希望透過Delphi(德爾菲)評分法之特性,檢視並擬定台灣大眾運輸場站,實行TOD策略發展評估準則的篩選與修正。建立TOD評估準則實施之優先次序,將能夠有效率的改善,大眾運輸場站周邊的開發規劃設計。如土地使用強度、公共開放空間、場站周邊衍生之交通問題及都市景觀衝擊等課題。 確認台灣如何在TOD策略的規劃理念下,以緊密的都市結構,並在具有大眾運輸系統支援下,進行區域範圍內土地適度的高密度複合使用,增加場站周邊的行人活動,促進區域商業活動,帶來公共經濟利益。並且,創造安全便利的運輸環境,鼓勵民眾多搭乘大眾運輸、步行和騎自行車,以降低私人運具的使用率。可以有效減緩汽機車的成長及降低空氣污染,建立綠色交通運輸及創造優質的都市生活環境。 A strategy that can help manage this growth and improve quality of life is “transit-oriented development”(TOD).TOD is moderate to higher-density development, located within an easy walk of a major transit stop, generally with a mix of residential, employment and shopping opportunities designed for pedestrians without excluding the auto. TOD can be new construction or redevelopment of one or more buildings whose design and orientation facilitate transit use. This study is hoped that through Delphi score of the characteristics of view and development of Taiwan's public transport station, the implementation of TOD development strategy of screening and assessment guidelines amended. TOD assessment of the implementation of guidelines for the establishment of priorities, will be able to improve the efficiency, public transport stations surrounding the Field Development Planning and Design. Such as the intensity of land use, public open space, the station derivative of the surrounding traffic problems and topics such as urban landscape impact. TOD on a broader scale, Taiwan can better coordinate transportation and land uses. In addition, it can significantly increase the effectiveness and efficiency of the Taiwan’s large investment in mass transportation.
