    摘要註: 本論文研製之為針對國內都市計畫、建築、消防及文化資產四大法規,於文化資產建築火災危機處理預防缺失之不足研究。以近年最常發生文化資產火災之中部都會區為調查對象,先以現況逐一調查、訪談、拍照,再以「多元屬性對應分析」(multiple correspondence analysis ; MCA)歸類出潛在危險地區。另以已發生火災之案例作「個案分析」(case study)方法,尋找火災發生之各種因素。並詢問訪談都市計畫、建築、消防、文化資產等領域之專家學者後,施做AHP問卷調查尋求出經驗之權重值。本研究結果發現,古蹟歷史建築之火災發生於修復設計階段,需著重於高度用火用電之位置而非一昧投入大量消防設施來達到所謂『預防』之效果,而平時則需由專業之管理人員檢測設施及環境習慣管理細節防範。國內在於現階段將古蹟歷史建築作為混合商業使用、廟宇等皆須高度用火用電,但主管機關共同面臨之問題是無法可管理用火用電之規定,因此經過本研究評估後,部分地區火災潛藏因子確實有相當高發生機率。現階段之管理則需以輔導及規定之剛柔並濟方式同步施行,並於修復前後定期評估火災安全,適時給予補助獎勵及協助改善。 A procedure is aimed at pointing out the insufficiency of the prevention and emergency response on the cultural heritages’ fire accident under the four domestic laws: Urban Planning Law, Architecture Laws, Fire Protection & Prevention Law and Law of Conservation of the Cultural heritage & Legacy. The study area were the Mid-Region, Taichung and Chuan Hua Metropolitan of Taiwan, where was the highest frequency of cultural heritage fire accidents. Firstly, the studies were preceded with Field Investigation approach, except inquired, interviewed the stakeholders but taked photos as records case by case.Under the steps of data processing, by means of the Multiple Correspondence Analysis (MCA) approach, which was displayed the typologies of the potential area of fire accidents under two dimensions. Then, with the typologies of the potential fire accidents area, the Case Study approach was followed, which was tried to find out the potential factors with causation of Heritages’ fire accidents. After the steps of Case Study, the dimension and the interpreting factors of the study objects and goals was established. Via AHP approach(Analysis of Hierarchical Process),15 members of the experts and scholars with the fields of Urban Planning, Fire Protection, and Cultural Heritage, the questionnaire survey was proceeded, in order to obtain the interpretation factors weight. Based on the results of questionnaires, it was found that the local experience was different than the advanced Countries did, especially, the mixed-use of the Heritage. The potential dangerous was there were gaps in common sense and custom use especially the right position for the use of fire and electricity. However, without regulations or guidelines, the use of fire and electricity under the Heritage reuse performance, the probabilities of the potential fire accidents which happening will too high. It should be regulated and evaluated for improvement before the disaster happened, and the conservation integrated fire protection performance should be encouraged, too.
