I compared the Empowerment Zone process, content, product, and governance data of Atlanta, Baltimore, and Chicago. The level of participation for each zone is assigned a rung on Arnstein's Ladder of Participation based on the degree of power and decision-making permitted in the Empowerment Zone Strategic Plan design and early implementation phases.
