摘要註:	近幾年，「國軍老舊眷村改建條例」的徹底施行，使得過去時空背景所造就的眷村區域，其所擁有的豐富人文歷史以及軍事訊息的資產，將被消滅殆盡，在社會中引發了不小的反彈聲浪。因此，為了繼續保有都市空間中眷村的人文地景，國防部也於眷改條例內新增關於眷村保存的事項，並擬定「國軍老舊眷村文化保存選擇及審核辦法」作為眷村文化保存區塊的選擇方式。高雄左營地區為明清時期重要的鳳山縣治所在。後因縣治的遷移於是沒落，直至日治時期，轉變為日本海軍的重要軍事區域，並翻轉左營地區的命運。國民政府自大陸撤退來台後，左營地區依然承襲了這樣的特性，大批官兵進駐使得眾多的海軍眷村集中於此。面對改建的步伐，左營眷村也如其他眷村般將被騰空拆除，在這樣的存亡之際，找出左營眷村可保存的價值與重要性並擬定可再發展策略，是為本研究的主要目的。本研究透過文獻的蒐集、回顧與實地踏查，了解高雄左營區塊的整體發展背景、上位相關計畫及周邊相關資源等的評估結果，得出最適切左營眷村可後續發展的方向，並擬出策略。 In recent years, the enforcement of“The rebuilding regulations on old military dependent villages”is vanishing the military dependent villages, which are built in the past, owning human and cultural history and military installations. It brings strongly also the negative rebound from the society. Consequently, in order to keep these human and cultural landscapes of the military villages in urban area, the Ministry of National Defense has added the draft on the conservation of military dependent villages in“The rebuilding regulations on old military dependent villages”and established“The way of choosing and examining the conservation of the old military dependent villages” to be the alternative way of conserving the old military dependent villages. The Zuoying area of Kaohsiung city , was once the most important county jurisdiction of Fengshan in both Ming and Qing Dynasties. It declined because of the remove of county jurisdiction. During Japanese ruled period it became the most important area for military purpose and overturned its own destiny. After the period of National Government retreated from mainland China to Taiwan, this area still remained the above characteristic; As there were large quantity of soldiers entered and garrisoned in this area, then gathered up many military dependent villages together. Facing the policy of rebuilding of military dependent villages in Zuoying, how to emphasize the importance and the value of conservation and to define a redevelopment orientation for this area is the major goal of this study. Finally, the results of this study obtain the suitable directions as well as strategy on redevelopment of this area by means of document study, field survey, and the analysis of related projects and policies.
