交通意外發生率居高不下,每年在醫療上、生命力、生產力、財物均造成嚴重的損失,如何減少交通事故成為政府施政的重點工作。改善交通事故措施方法眾多,目前文獻上有許多針對不同改善策略或改善方式進行評估的研究,雖然有減少事故死傷的效益,但整體改善設施與設置成本間之關係卻不明確。此外政府各項經費有限,如果將有限的經費與人力運用於此,勢必會減少用在他處而增加他處車禍的死傷。從管理者(政府單位)個角度而言,如能建立一套路口改善績效評估模式,預先評估路口在進行改善措施後的效益值,即可給予交通主管機關選定改善計畫實施之路口。本研究交通事故改善資料以交通部運輸研究所出版之第二十~二十四期台灣地區易肇事路段改善計畫中,高雄市所列入改善地點為資料收集對象,經篩選後以45個路口為分析對象,經由改善計畫實施後調查同一路口的交通事故資料,利用益本比計算路口的改善效益,再利用統計分類將45個路口依效益值區分為6種類型,經分析發現每種類型路口改善效益分別為217、403、204、745、234及582。依改善效益權重與路口設施型態關係得知,路幅大的路口改善效益較不明顯,路幅小的路口改善效益則較顯著;在相同路幅條件下,無設置中央分隔島及快慢分隔島的路口,改善效益較不明顯,有設置中央分隔島及快慢分隔島的路口,改善效益則較為顯著,主因應可推測較大路幅之路口較具危險性,而道路有設置中央分隔島及快慢分隔島之路口危險性較小,故在闢建道路時,能設置中央分隔島或快慢分隔島時,對日後交通事故改善能發揮較大的效益值。 Traffic accident rate keeps high and it results in considerable losses every year. It becomes the main job to reduce the traffic accidents to Government. There are so many measures to reduce the traffic accidents and existing journals also provide evaluation surveys of different improvement policies and measures which indeed reduce the accident severity; however, no certain connection exists in improvement facilities establishment and its efficiency. Besides, government has limited budget and if to put the limited budget and manpower on the facilities establishment, it might increase the traffic accidents where we put less attention to. As a manager (Government), to establish an intersection improvement evaluation mode which can pre-evaluate the improvement efficiency will give the traffic authority a certain direction to select out the intersections needed to be improved. Data of this survey were collected from No.20~24 publications named “Improvement of Risky Sections in Taiwan” issued by Institute of Transportation, MOTC. 45 intersections in Kaohsiung City were selected as the main analysis objects. Through examining the traffic data and using earnings-to-price ratios to calculate the improvement efficiency, 45 intersections are divided into 6 types according to efficiency: 217, 403, 204, 745, 234 and 582. From the improvement efficiency and intersection facilities, we know less improvement efficiency exists in high-breadth roadway while low-breadth roadway has more obvious efficiency. With same-breadth roadway, it has more obvious improvement efficiency of the sections with central island and express/slow traffic divider, which infers high-breadth roadway is more risky and the other is less risky. It increases improvement efficiency of traffic accident to setup central island and express/slow traffic divider.Keyword: intersection, traffic accident, efficiency evaluation, priority of improvement, commit traffic offences
