高雄市於民國九十六年捷運紅、橘兩線先後通車,啟動捷運建設改造都市機能及土地使用型態契機。藉由捷運沿線公共建設,強化大眾運輸導向(TOD)土地使用規劃與發展之機會,可帶動大眾運輸場站鄰近產業、高密度發展及永續發展等都市更新效益。過去高雄市都市呈散漫式發展,導致捷運通車以來運量不佳,加上推動都市更新成果不彰。本研究目的為一方面培養捷運運量的養成,另一方面做充實都市機能。以利提出高雄市都市更新綱要與策略建議新的方向。高雄市目前面臨產業外移、人口成長減緩,住宅不動產供給大於需求,以及閒置大量空地未開發。本研究認為高雄市若仿效台北都會推動都市更新模式,無法有效達成推動都市更新目標,應採(一)以「公共利益達成」為核心價值;(二)結合政府部門「充實都市機能」;(三)採取高密度「促進土地使用效率」;(四)結合社區營造「改善環境品質」,為達此目標本研究策略以都市更新實施者探討推動都市更新之效益。本研究使用多元對應分析法進行都市更新評估與屬性分類,取之其方法將大筆資料化繁為簡之特性,提出捷運場站鄰近地區都市更新之發展類型、推動主體等策略。高雄市推動都市更新策略應以「公私合夥」之機制下推動進行,以實施者參與考量追求都市機能補充及高密度發展。須以供給面對未來都市機能補強達到活動之串連,位於南北高雄(楠梓、左營、鼓山及小港一帶);需求面對現況之描述乃以不動產開發模式,位於市中心(新興、苓雅、前金及鹽埕)。 The 96th year of the Republic of China, the red line and orange line of Mass Rapid Transit were finished and open to the traffic in Kaohsiung. Drive the MRT construction transformation city function and Land utilization mode. Public construction around of the MRT, the land plans and development opportunity were strengthen Transit-Oriented Development that can bring the masses to transport ‘ the terminal and is near the industry, development of high density and continue cities such as development upgrading benefit forever. The city of Kaohsiung was by scattered type development in the past. It is not good to cause the MRT’s transporting amount since open to now. In addition, promote the city to upgrades the achievement and does not rise apparently. Study the purpose on one hand trained the mass rapid to be transported, for another can substantiate urban function. Urban Renewal proposes the new direction in order to put forward the city of Kaohsiung.Kaohsiung faces the industrial offset, the population growth to slow down; the housing real estate supplies are more than the demands, as well as the idle and massive areas have not developed. This study revealed Kaohsiung, if imitates Taipei to be able to impel the urban renewal pattern, is unable to achieve effectively impels the urban renewal goal, should pick “achieves take the public interest” as the core value; unifies the Government department “the substantial urban function”; adopts the high density “the promotion land use efficiency”; unifies the community to build “the environmental enhancement quality”, to reach this goal this study strategy to renew the executor by the urban to discuss impels benefit of the urban renewal.This study use multiple correspondence analytic method carries on the urban renewal appraisal and the attribute classification, takes its method to simplify the characteristic the easy to analytic to many data, proposed that the urban renewal strategies and on development of type, impetus main the executor.Kaohsiung impels the urban renewal strategy should by “public and private to form a partnership” under the mechanism to impel to carry on, participates in the consideration by the executor pursuing the urban function supplement and the high density development. Will achieve establishing contacts of the active by the supplies facing the future urban function reinforcement; by the demand description of facing the present situation is by the real estate development pattern.
