近十年世界鋼鐵產業在原、物料漲跌迅速的輪動下,造成鋼鐵景氣循環失序,財務不建全或競爭力不佳之企業,相繼關廠或受購併;而大陸在基礎建設不斷的擴展及政府政策的主導下,鋼鐵產業不斷的透過整併及擴建,已經成為世界第一大鋼鐵王國,但大陸鋼廠挾著龐大市場與高經濟規模的優勢,逐漸在世界鋼廠佔有舉足輕重的地位,相對地,台灣鋼鐵產業的競爭優勢,似乎也逐漸降低了。 本研究針對國內鋼鐵產業冷軋鋼板類之公司做研究對象,主要收集國內、外鋼鐵產業相關之文獻,再以台灣三家上市公司為個案,進行SPACE矩陣分析,從問卷調查所得到之資訊,進行量化之研究,對財務強勢、競爭優勢、環境穩定性及產業強勢等構面進行探討;最後,再對產業界高階主管進行深度訪談,以釐清SPACE矩陣分析所得到之結果,並對個案公司提出相關之策略定位與建議。 經本研究的分析及訪談,中鋼因財務狀況佳及鋼鐵產業的強勢,分析結果為攻擊態勢,主要面臨大陸與日、韓的競爭,建議中鋼朝集中式多角化及垂直整合之經營策略,並積極投資與擴建;中鴻因為中鋼集團子公司,分析結果為攻擊態勢,目前已與日本住友有穩定鋼胚供應合約,建議其應有效運用集團資源,並發展與中鋼差異化之產品;而高興昌雖也為攻擊態勢,但其力道較弱,且因其財務結構及競爭優勢較差,建議積極開發閒置土地資產,改善其財務結構,以避開經營上的風險。 面對世界鋼廠不斷整併與擴產,及未來東協加三的威脅,台灣鋼鐵產業對內應積極整併,並開發高附加價值產品,對外則應積極投資與擴建,以提高經濟規模,如此才能與世界級鋼廠競爭。 During the past decade, the global steel industry had suffered from the disordered business cycle due to the ups and downs of raw materials price in turns drastically. Many steel companies which had financial structure problems or were lack of competitiveness were forced to shut down or be merged. But, at the same period of time, the steel industry in China had become the leading one in the world through continuous consolidation and expansion, as well as by leveraging the strength of the development of fundamental infrastructure and the support of Chinese government. In this circumstance, the competitive advantages of Taiwan steel industry is comparatively becoming weaken, by the contrast, because that steel industry in China is gaining much stronger and larger position in the world with huge domestic market and economic scale. By collecting and analyzing related articles and thesis, the Study uses the methodology of SPACE Matrix to analyze the financial strength, competitive advantages, environmental stability, and industry strength of three public listed cold-rolled steel companies in Taiwan. Furthermore, the Study brings up some suggestions of forming strategic position for those companies individually by interviewing industrial senior executives for clarification of the analyzed results. The suggestions are as follows: China Steel Corporation, which is analyzed as “Aggressive posture”, should take the strategies of “diversified in single-segment” and “vertical integration” and enlarge the investment and capacity in order to compete with those rivals from Japan and Korea. As affiliate of CSC Group, Chung Hung Steel Corporation, which is also “Aggressive posture”, should develop differentiated products by leveraging the Group resources and the supply contract of steel billet from Sumitomo Metal Corporation. Kao Hsing Chang Iron & Steel Corp. should improve the financial structure by effectively utilizing idle land for avoiding operational risk because of weaker financial structure and competitive advantages even though the company is “Aggressive posture” too. Facing the threat of larger competitors by merger and expansion from the world and the formation of ASEAN Plus Three Cooperation, the steel industry in Taiwan should integrate aggressively and develop high value-added product on one hand, and expand the investment and capacity to raise the economic scale on the other hand in order to compete with global competitors.

Many steel companies which had financial structure problems or were lack of competitiveness were forced to shut down or be merged. But, at the same period of time, the steel industry in China had become the leading one in the world through continuous consolidation and expansion, as well as by leveraging the strength of the development of fundamental infrastructure and the support of Chinese government. In this circumstance, the competitive advantages of Taiwan steel industry is comparatively becoming weaken, by the contrast, because that steel industry in China is gaining much stronger and larger position in the world with huge domestic market and economic scale.
