國軍面臨環境變遷,如武器系統及兵力部屬改變、人力精簡、組織架構調整及單位整併與減併之內部變化等因素;配合國家重大經建政策、地方政府都市發展及民眾公共設施用地需求,要求國軍釋出土地等外部衝擊,基於上述環境變遷歷程產生營區土地面臨重新檢討改變使用方式,而國軍營區土地使用若與地方政府都市發展土地使用需求產生衝突時,土地使用模式是否可兼顧國防安全、地方都市發展及民生需求,是否可與地方政府可成為協力夥伴關係,是否與地方政府有雙贏模式成為本研究之課題。 基於上述研究課題,進行相關之文獻回顧與整理,本研究區分「國防部現行營地管理政策」,衝突理論、協力、雙贏及策略定義等「相關理論回顧」、國內關於軍事營區及公有土地開發模式等「相關學術研究及論述」、國內外軍事營區釋出「案例探討」及「相關法令」如都市計畫變更操作程序等內容,並結合個案研究問題之探討,運用賽局理論基本概念推演,研擬出雙贏策略。 研究發現雙贏策略除由需地機關編列預算解決經費來源外,另可經由土地開發方式創造資源,使土地產生加值效果,創造土地最大利用效益,而透過質性資料量化處理工具,採用布林邏輯演算之模糊質化比較分析方法計算,土地加值結果產生之必要條件為土地經過「都市計畫變更」後加值所產生。 因此國軍與市府就土地資源調配使用是可以成為協力夥伴,達到資源優勢的共享和資源劣勢的互補,避免零和賽局產生,其最終目的就是創造公共利益極大化。 The military facing environmental changes, such as weapon systems and forces subordinate to change the organizational structure, human resources thin, and the whole unit and reduced and of internal variability and other factors; combined with major national economic planning and development policy, urban development and Localgovernment public facilities and land requirements, requirements of the armed forces the release of land and other external shocks, the course based on the above environmental changes produce camp land facing review change how we use it, and the country camp area land use to urban development and local government land use conflict, the demand for land use patterns can also take into account the national security, local urban development and people's livelihood needs, whether it can be used with local Government to make concerted efforts to partnership, is with the local governments are win-win model become the subject of this study.
