摘要註:	近年來，ISO 9000系列與QC080000管理體系已逐漸受到企業的重視。其中QC080000標準則是建構在ISO 9001:2000之上。各企業期望能藉著ISO 制度的推行來確保品質管理制度被落實；藉由QC080000制度來有效的管制產品，製程中之有害物質，來達到產品無有害物質的目標。並期待推動與落實這些管理系統能達到提升企業之經營績效的最終目標。本研究以平衡計分卡之觀念，「建構出企業推行認證過程之成功關鍵因素」及「設計出通過認證後之績效衡量變項」，並以結構方程模式驗證各績效構面間之因果關係。本研究透過問卷調查，進行實證分析與探討，對象係選擇國內電線電纜的相關企業為研究對象。本研究主要目的有三：一、分析企業推行認證過程與通過認證後，對組織產生哪些影響效果。二、建構出具可信度的企業推行認證過程與通過認證後評估組織績效的衡量構面及指標。三、建構企業推行認證過程與通過認證後之績效評估構面之關係結構模式。研究結果顯示，企業於通過認證後在企業目標、財務、顧客、內部流程、學習成長等五項構面之間具有前後之影響關係；企業於推行認證過程中在顧客、內部流程、學習與成長等三項構面間具有前後之影響關係。 In recent years, the quality assurance system of ISO 9000 and QC080000 have already been paid attention to by the enterprise gradually .The criterion and Clauses of QC080000 are constructed upon the ISO 9001-2000 quality assurance System. Many enterprises expect to be able to guarantee their quality management system is implemented through promoting ISO system. The firms expectation can control the hazardous substance in products and processes effectively, and to reach the goals of hazardous substance free（HSF）in all product through promoting the QC080000 system. And the enterprises look forward to promote and implement these ISO9000 and QC080000 system, can enhance the goals of the operating performance of enterprises. .In this study, the concept of Balanced Scorecard card is used to construct the critical success factors that enterprises implementation the certification process, and the items of enterprise performance measure indicator are designed who pass the ISO9000 and QC080000 Certification .And the Structural Equation Modeling will be adopted to verify the causal and interactive relationships among the strategic goals、 financial 、customer 、internal process 、learning and growth dimension. The wire and cable industry were selected as the research subjects in this study for empirical analysis. There are three objectives included in this research. (1) to analyze the impact and effects on the enterprises ongoing implementation the certification and after pass the certification,(2) to design reliable performance dimensions and indicators for ongoing implementation the certification and after pass the certification from enterprises；(3) to construct a relational model of the performance ongoing implementation the certification and pass the certification from enterprises. This research find that among the five constructs of finance, customer, internal process﹐learning and growing﹐and corporate mission exist causal relationship within the companies were pass certified ；enterprises in the implementation of the certification process in the constructs of customer, internal process﹐learning and growing with causal relationship existed among the three constructs.
