    摘要註: 投資電廠為技術與資本密集行業，考慮國際企業如果跨入投資越南電廠將需要一套可靠的越南電力政策與行業資訊，更需要確認以何種關鍵績效經營得以確保投資及永續發展!本篇論文針對民營電廠（IPP）的經營績效課題研究方法為：1.參考相關文獻，研究符合兩國民營電業的關鍵績效評估因素。2.透過專家問卷調查，收集數據、選定投入與產出項目。3.利用資料包絡分析法（data envelopment analysis，DEA）及相關程式運算得到個案的技術、配置效率及成本效率。作者利用派駐越南之便，收集台灣與及越南兩國具有指標意義的民營電廠，經過篩選受評電廠分別為台灣「和平電力」、「麥勞汽電」及越南「Pha Lai」、「Hung Nhiep Formosa」共四個個案，透過研究台灣與越南兩國的民營電廠的經營績效分析與比較，試圖解析決下列問題：1.越南低勞動價格對比台灣高勞動價格，探討影響電廠經營效率如何?2.越南的低燃料價格對比台灣高燃料價格，探討影響電廠經營效率如何?3.藉由分析比較台灣及越南民營電廠的經營績效，瞭解台灣投資越南電廠的競爭力為何?實證分析的結果，數據顯示越南受評電廠個案「Pha Lai」各方面具有成本效率，分析結果為勞動價格及燃料價格比台灣個案具有優勢，能充份利用發電設備規模提高電廠績效;數據也顯示台灣受評個案「和平電力」具有成本效率，實證分析結果，顯然其績效關鍵在於發揮「廠、港、電三合一」綜效，配置上具有優勢，此外充份利用發電設備規模提高電廠績效，顯見台灣「和平電力」優勢績效有別於越南「Pha Lai」，影響其成本效率的關鍵不在勞動價格與燃料成本而是在運作發電總資產方面具有技術與配置績效，「和平電力」能以「廠、港、電三合一」最經濟方式投入，與四個個案比較結果，被認為具有成本效率。最後結論將對選取的民營電廠個案之經營績效分析提出建議，本研究結論希望對有意投資越南民營電廠的相關業者提供參考。 Vietnam general lack of funds, the investment of IPP (Independent Power Producer, IPP) power plant is very capital-intensive, if international companies enter into investment Vietnam for the IPP power plant then they will require a reliable electricity policy and transparency industry information in Vietnam, also need to confirm what is the key performance of IPP to ensure investment and sustainable development in future! This paper is trying to compare with key operation performance of four cases of the private independent power plant (IPP), the research methods are: 1.Refers to the relevant literature of IPP, research the selected four cases significant private independent power plant performance. 2.Through expert survey, data collection, the selected input and output items. 3.Using data envelopment analysis (DEA) and related program operations to calculate each case of technology, allocation efficiency and cost efficiency. I take the advent age of working in Vietnam, collection data of Taiwan and Vietnam two countries total four cases are selected as an index of private power plants, namely Taiwan's "Ho-Ping power", "Mai Lao power " and Vietnam "Pha Lai Nhiet Dien", "Hung Nhiep Formosa", through the study of private power plant operating performance analysis and comparison, I try to solve the following issues: 1.Vietnam low labor price comparison high price of labor in Taiwan to explore the impact of power plant operation efficiency? 2.Vietnam's low fuel prices compared Taiwan's high fuel prices, plant operating efficiency to explore the impact? 3.By analysis and comparison of private power plants in Taiwan and Vietnam operation performance, understanding what the key competitiveness is if Taiwanese invest private power plant in Vietnam? Comprehensive the results of the analysis, the data show power plant in Vietnam by the comments of the case "Pha Lai" all aspects of cost-efficiency analysis for the price of labor and fuel prices have an advantage over Taiwan's case, to take full advantage of the scale of power.
