摘要註:	全球化影響下，區域經濟整合風潮方興未艾，亞洲之東南亞、日、韓等國皆紛紛簽署自由貿易協定，在協定之下，日、韓等國之商品以優惠關稅進入中國市場，其使台灣出口貿易面臨威脅，而為因應國際競爭，台灣希冀藉由簽署兩岸經濟合作架構協議(Economic Cooperation Framework Agreement, ECFA)，進一步強化兩岸合作關係，用以開拓大中華市場並突破國際局勢上之困境。兩岸間之經貿往來始自1979年，其後互動日趨密切，而至今中國大陸已為台灣之最大出口國與最大貿易順差來源，對台灣經貿影響力佔舉足輕重的地位，因此，ECFA之簽署與後續協商意涵重大，其是兩岸關係發展之里程碑，也是台灣經貿未來出路的風向球，故本研究欲探討後ECFA台灣經貿相關發展與應對策略。本研究的主要內容在於探討ECFA本身所帶來的效益與衝擊，以及相對應之台灣經貿發展策略。本研究依據ECFA簽署後近兩年之經貿資料，分析ECFA施行之初步結果，其顯示台灣於簽署ECFA後GDP成長下修，不若簽署前之預期。在此期間，台灣之外人投資資金大幅減少；但相反的，國內投資於大陸方面卻顯著增長。此外，ECFA簽署後，台灣的出口貿易亦呈現成長衰退之趨勢。 With an increase of regional economic integration, China Japan, Korea, and South-East Asian countries have signed the Free Trade Agreement. The merchandise trade and service from these countries are expected to be in the market with preferential duties, which will significantly threaten Taiwan exports. To cope with this situation, Taiwan hopes to seek stabilization and enhance of cross-strait economic relationship with China. The signing of the Economic Cooperation Framework Agreement (ECFA) is an important step for Taiwan in this aspect and hopefully will further sign similar trade agreement with other major trading partners. Since 1979, Taiwan has gradually increased investment and trade relationship with China. Presently, China has become Taiwan’s largest export country and also the largest source of trade surplus. Therefore, the sign-up of the ECFA is expected for Taiwan to maintain a steady economic relationship with China and further strengthen Taiwan competitiveness. The main purpose of this study is to assess the content of ECFA, its related benefits and disadvantages, and the corresponding developments and strategies for the Taiwan economy. The major results derived from this study, based on a preliminary two-year data, indicate that the GDP growth in Taiwan after the signing of ECFA is not so promising as originally predicted. In the meantime, foreign direct investment inward to Taiwan has been substantially reduced, and on the contrary, domestic investment to China has increased significantly. Taiwan exports of goods also showed slow growth recently.
