摘要註:	台灣近年來極力推廣觀光產業，遊覽車在其中扮演十分吃重的角色，而台灣的遊覽車行車安全規範尚有模糊地帶，且因為近年開放中國大陸人士觀光，需求量激增且制度規範仍然有模糊地帶，難免有所疏漏。但因遊覽車載運人數多且旅程又多為長途旅程，一旦發生意外事故則會導致更加嚴重乘客傷亡，本研究主要蒐集了近十年（2002至2012年）間，遊覽車的交通事故案件，並且透過迴歸分析，再和現行的法規制度加以結合並且進行深度的分析探討，逐筆整理出事故死傷情況以及發生之原因、地點，建立事故發生因素的Probit、Logit、Tobit與Poisson模型，進而推導出遊覽車事故死亡因素的Probit、Logit、Tobit與Poisson。並以2006年的梅嶺事件為界，探討梅嶺事件後交通部公路總局提出之交通安全六大條例，是否有降低事故的死傷人數。依照迴歸模型分析結果顯示，酒後駕車和疲勞駕駛等駕駛人因素為造成死傷的主要原因，省道和山路為造成死傷的主要事故地點，且對於在2006年梅嶺交通安全事故之後，交通部所提出的改善之方案經實際執行結果，是否有顯著減少之後大型車交通安全事故發生死亡之機率，經迴歸估計結果所得到的結果卻是令人訝異的，反而在梅嶺事故之後的遊覽車事故肇致死亡的機率比梅嶺事故之前為高，這些迴歸模型估計結果相當值得政府相關交通主管機關作為後續規劃改善大型車行車安全之參考。 Recently Taiwan has been trying to promote the tourism industry, especially tour bus plays an important role in this industry. However, Taiwan tour bus traffic safety norms are still in a gray area and the demand is substantially increasing because of opening to mainland Chinese tourists. Therefore, if an accident happened, it would lead to serious passenger casualties. This study collected, during nearly a decade (from 2002 to 2012), cases of tour bus accidents, and through a thorough regression analysis, combined the existing regulatory systems to explore in-depth examination.According to the regression analysis results of Probit, Logit, Tobit, and Poisson, drunk driving and drivers’ fatigue are the main reasons causing deaths and injuries. After the 2006 Meilingmycin traffic accident, the improvement program proposed by the Ministry of Transportation seems to haven’t reduced the number of traffic accidents. The regression model could be a quite worthy reference for the government to improve large car traffic safety rules.
