摘要註:	近年來，各國對於自己的文化資產，其重視程度不同以往，其因不外乎文化意識的抬頭，認為文化資產不僅記載過去的歷史，更是象徵一國文化之特筫與素養，故實不可小歔。我國行政院文建會自2001年迄今致力於閒置空間再利用之政策推動，掀起文化資產再利用之風潮，其目的不外乎使閒置空間得以再利用，降低閒置空間比率及管理維護費用外，更可使原有之文化增添不少的活力與創新，並使其傳統文化繼續傳遞。本研究參考並彙整過去國內外學者之研究，並採層級分析法（AHP）模式進行，其問卷項目皆由文獻中找尋適合之衡量構面、衡量項目或評估準則來支撐層級架構，符合理論之概念內涵，進而分析探討出文化資產活化利用好的評估因素為何，及各方立場對哪些重要因素有其權重不同與排序之差異性，以期能提供實證結果，本研究並以高雄市鹽埕區文化資產－駁二藝術特區進行個案研究，探討其再利用案之改善成效，及其如何與社區環境做緊密之營造結合，進而探討其營運維護機制，尋得適切且可供公部門採行之營運策略，並瞭解其利弊得失，本研究發現可以作為公部門爾後在相關議題之參酌。 Recently, countries value their own culture assets are different from the past, mainly due to the rise of culture awareness. They believe that culture assets record not only the history, but also symbol of culture quality and literacy. Since 2001, Taiwan’s Council for Culture Affairs has being pushing and concentrating on re-use of idle space, lower the percentage of idle space, and reduce the maintenance fee. More over the reuse of idle space can make the original culture increase vitality and innovation, and continuing to deliver the traditional culture.This study has compiled the references of the domestic and foreign scholars in the past, and applies the Analytic Hierarchy Process (AHP) model. The questionnaire items measure the dimensions that were chosen by the literature to find out the appropriate measure of project evaluation criteria to support the hierarchical structure consistent with theoretical and the connotation analyzed to explore the cultural assets transformed newborn assessment factors, and the positions of the parties which have their right to re-different sort of difference, in order to provide the empirical results of this study and Yancheng District, Kaohsiung cultural assets - Pier 2 art District, a case study to explore the effectiveness of its re-use the case of improvement. At the same time environment combined closely with the community to create the bondage and explore its operational maintenance mechanisms, to find out the appropriateness and availability to the public sector to adopt the correct operating strategy. In addition, understand the advantages and disadvantages, so that conclusions can be thereafter as the public sector issues related to strategy formulation, consider a matter in the light of actual conditions.
