近年我國地層下陷引發之災害,其衍生之問題造成國土安全問題,針對嚴重地層下陷地區進行土地利用策略之探討,經監測數據發現雲林縣地層下陷之現象乃由於地下水超抽所致,過去地層下陷集中於沿海地區,而近十年則往內陸地區集中之趨勢。由於地勢、地層下陷與氣候變遷之影響,經相關資料結果顯示,嚴重地層下陷地區,面臨淹水與地層下陷等複合性災害衝擊,進而造成區域發展與災害惡性循環之困境。經相關學理分析,雲林縣嚴重地層下陷地區土地包含洪泛、暴潮、低地、鹽化等問題,本研究對地層下陷地區進行災害風險分析指認,以國外經驗借鏡農村地區發展制度,考量災害風險因素予以各類因應對策;對於「不利發展地區(洪災地區)」與「環境受限地區(地盤持續下陷地區)」,由於顧及人民生活權益問題,雖其成因不同,但應給予相當補助與補償,減少對災害土地之利用。由於地層下陷地區主要以農業為產業主體,地區產業與空間屬於農村結構,本研究建議在現行條件上,不利於透過引進新產業或進行生產產量提升,相對的,應可借鏡參考歐盟「農村」到「鄉村」的發展模式,以及日本里山倡議的社會-生態-生產地景的適性經營方式,作為農村地景保育之參考。然而,根本性的解決地層下陷問題,應從水資源控管與長期監測層面著手,區內產業發展方向及配套土地使用管制措施作為調適(adaptation)方式。 In recent years, land subsidence resulting composite disasters. This study aims to investigate the industrial transformation and land use strategies for land subsidence zone of in Yun-Lin. The monitoring data shows that land subsidence of the area is caused by over pumping of the groundwater. Furthermore, the occurrence of land subsidence phenomena has gradually shifted from costal to inner land area for the last decade. Due to its low-lying geographies and climate change, the zone is impacted both by flooding and land subsidence.Through previous studies, the severe land subsidence zone of Yun-Ling and is proven a hazardous area threatened by flood, storm surge, low-lying landform and salinization. Such vulnerability therefore pressurizes a more strict land use regulation. In terms of industrial transformation, it is suggested to concentrate industrial production according to different hazard zones identified in this study. On the one hand it reduces the amount of water consumption, on the other hand it minimizes the relevant cost to remedy the possible hazards. For people resides on the less favored areas (flooding) and areas with environment constrains (ongoing land subsidence), it is suggested to offer reasonable subsidies to compensate people’s rightful interest and thus to reduce the utilization of this hazardous land ultimately.Moreover, as the industrial and spatial structures of this zone are still framed by traditional agricultural village, the strategy to introduce new industry or improve agricultural production technique is not supported by this study based on current condition of the region. It proposes to European Union’s ‘village-to-rural’ development model to construct policies and financial investment in subsequent years.However, the improvement to fundamental problem of land subsidence requires a more comprehensive program. Industrial transformation and land use strategy of the region could contribute part of responses towards land subsidence as ‘adaptation approach’ .
