    摘要註: 環境變遷及及全球化之影響,永續發展已成為當代最主要的環境課題,「滿足這一代,而不影響下一代」成為永續之目標;如何在環境保護與發展中取得平衡,成為規劃設計的一項思維。我國執行綠建築政策以來,效益明顯,為國家永續政策立下立竿見影典範。綠建築持續茁壯發展,擴大綠建築之層次,至生態社區或生態城市,以達成國土永續之目標。土地資源有限,因此土地開發利用應妥善的規劃。為延緩都市老化並持續都市競爭優勢,都市更新是都市發展不可或缺的一種動力,都市再生開發已成為現今舊都市間之重要議題;以永續發展為目標之都市更新,其建物規劃設計,應有別以往傳統式建築,除便利性及安全外更應注意其對環境影響程度,期以達到住宅與環境共生。都市更新之開發著重其成本及效益,都市更新以權利變換方式,其財務結構及更攸關於開發者及土地所有權人之權利義務;為合理分配,給予適當的獎勵措施,以永續發展為目標之都市更新。本研究以都市更新開發案作為實證模擬,將傳統都市更新體系中投入綠建築設計因子來討論其短期權利變換後權利分配問題及實施者以長期經營模式下其財務及風險可行性分析及相關應對方式。本研究主要目的如下:一、 本研究研擬以傳統建築投入綠建築設計後其成本及效益變化,有助於往後公私部門以永續方式投資開發成本效益之參考。二、 經由本研究財務風險評估模式計算其開發期所需資金和資金回收報酬率與風險值,提供詳細完整財務風險評估,進而降低開發投資風險。三、 本研究應用風險值於財務風險評估之運算,讓都市更新投入綠建築規劃設計之風險資訊更加透明化,冀望有助於往後公私部門投資開發決策。 And environmental changes and the impact of globalization , sustainable development has become the most important contemporary environmental issues , " to meet this generation , without affecting the next generation " has become the goal of sustainable development ; how to strike a balance between environmental protection and development , as planned design a thought . Execution of future green building policies , benefits significantly , as established under the national sustainable policy stance pole visible shadow model. Green Building continued to flourish and expand the level of green building , to the ecological community or eco-city , in order to achieve the goal of sustainable land .Limited land resources , land development and use should therefore proper planning . To slow aging and continued urban urban competitiveness urban renewal is an indispensable driving force of urban development , urban regeneration development has become today an important issue between the old city ; to sustainable development as the goal of urban renewal , the building planning and design, traditional architecture should be different in the past , in addition to the convenience and security outside more attention to its impact on the environment should be the degree of symbiosis with the environment in order to achieve residential . The development of urban renewal emphasis on its costs and benefits , urban renewal rights transformation method , its financial structure and better Yau on developers and land owners of the rights and obligations ; reasonable allocation , given appropriate incentives to sustainable development as the goal the urban renewal .This study attempts to urban renewal development projects as empirical simulations , the traditional system of urban renewal into green building design factors to discuss its financial viability and risk .Purpose of this study are as follows:First, this study develop the traditional building into green building design changes after its costs and benefits , contribute to sustainable future public and private sector investment in developing cost-effective way of reference.Second, through the study of the financial risk assessment model for its development of the required rate of return on capital and capital recovery and risk values , provide a detailed assessment of the full financial risk , thus reducing development investment risk.Third, this study VaR calculation to financial risk assessment , so that investment in urban renewal planning and design of green building risk information more transparent , hoping to help the public and private sector investment in future development decisions .
