摘要註:	台北是台灣最人口稠密的城市，房價高漲導致人民買不起住房，而這結果也顯現出台北龐大的房屋租賃需求。鑑此原因，台北市政府於2010年10月公布「台北市住宅政策」，並於2011年正式開放申請「公營住宅」。但台北市政府認為一般大眾對「社會住宅」還是有所刻板印象。目前社會中常用及住宅法上所定義的「社會住宅」一詞，容易給人住戶及住宅品質不佳的觀感，所以選擇「公營住宅」作為其目前推廣的住宅名稱，凸顯台北市政府想要滿足國人租賃需求及排除過往平價住宅的不好印象，並在資源公平分配的前提下，建構公營住宅新的配租制度。台北市政府的「公營住宅」政策，預計於2011~2014年完工或進行規劃設計興建之公營住宅共計約5,000戶，長期目標達到台北市住宅存量5%(約45,000戶)，促進房價與租金價格合理化，提升居住及環境品質，改善社會住宅照顧弱勢，因此未來台北市市有土地或建物不再出售，將優先保留為公營住宅使用。在政策規畫上，台北市政府參考了國外英國、荷蘭、香港、新加坡等國家社會住宅政策，更在計劃初期便到香港、新加坡做實地考察吸取兩地經驗，現況公營住宅也參考了香港的物業管理制度，成立公營住宅專責物業管理單位，並將管理扣分制納入公營住宅的自治條例內。所以本論文將研究台北市住宅政策發展，並於進行研究之前就鄰近亞洲國家的社會住宅政策規劃做完整性之瞭解，而後透過文獻回顧、現況調查，提出6大面向及26項評估指標，並佐以層級分析法(AHP)問卷調查，深入剖析台北市住宅政策在有限資源下該如何做需求評估分配，才能進一步瞭解未來公營住宅應努力的方向為何。本論文研究目的主要著重在台北市的公營住宅政策，從中做有系統的歸納及比較，並藉由亞洲國家發展成熟的社會住宅政策及模式當作借鏡，來加以討論台北社會住宅政策的未來發展，是否有其需要檢討及改進的地方。 Taipei is the most densely-populated city in Taiwan. People could not buy their own private house for the high price. It's showed us a great deal of the need of housing rental. With this matter, the Taipei City Government announced the "Taipei housing policy" in October 2010 and officially to open application "Taipei public housing" in 2011. Taipei City Government believes that the public has some stereotypes for "social housing". The Housing Act defined "social housing" word is easy to give the view of low quality of housing and resident. So Taipei City Government choose "public housing" as the name of its current promotion of residential policy. Highlights the Taipei City Government want to satisfy the needs of the people's leasing and to exclude a bad impression of the past low-cost housing. And in the context of equitable distribution of resources, to establish of new public housing rental system. Taipei City Government's "public housing" policy is expected from 2011 to 2014 to be completed or planning to build a total of about 5,000 households in public housing. Promoting rationalization real estate rental or buy market, improving living and environmental quality, and to offer the better public housing to care for vulnerable. So in the future, Taipei City Government no longer sell its own land or buildings. It will be priority reserved for Taipei public housing use. In the policy planning, Taipei City Government made reference to the foreign countries social housing policy, like the United Kingdom, the Netherlands, Hong Kong, Singapore. And even in the early planning, went to Hong Kong, Singapore doing fieldwork to get their experience. Current status of public housing also made reference to the property management system of Hong Kong to set up a dedicated property management units of public housing. And plan to include marking scheme for estate management in the public housing autonomy regulations. Therefore, this paper will study the development of Taipei residential house policy. And before the study, seek first to understand the neighboring Asian countries local social housing overall policy planning. Through literature review and the status of the investigation to proposed 6 major-oriented and 26 secondary evaluation indicators. Using the Analytic Hierarchy Process (AHP) survey research methods in-depth analysis to know how the Taipei City housing policy to dealing needs assessment in the limited resources. In order to further understand the direction of future efforts should be made in public housing. Finally, the main purpose of this research focuses on Taipei public housing policy and make a system to study and comparison. With Asian countries developed policies and patterns of social housing as learn. To discuss in the future development of Taipei public housing policy, whether there is a need to review and improve.
