    摘要註: 全世界有各式各樣的橋樑,因著運輸與跨越的需求而被製作使用。但隨著時間的改變,原功能的消失或增加的需求,造成橋樑無法負擔,面臨閒置、被拆除或擴充改造的處置,而也有一些少數的橋樑因已經閒置許久或有著需被保存的理由,經由政府部門以「保存活化再利用」的方式來延續和呈現其另一種生命。高雄市政府於2012年有鑑於都市更新與文化資產保存,高雄港站旁「公園陸橋」其中紅拱橋部分有被保存的需要,故配合引道的拆除,一併進行紅拱橋保存活化再利用規劃與設計,於2013年8月成功爭取內政部營建署補助並配合市府不足款支應,於2014年1月27日動工,在2014年9月26日由陳菊市長舉行開幕典禮,市府稱呼改造後的公園陸橋為「天空雲台」。本研究先透過文獻回顧分析,再以個案分析的方式,實施探索性研究。藉由公園陸橋的改造,並與其他個案比較分析,再詳實說明公園陸橋規劃與設計,嘗試尋找橋樑再利用的八個重要關鍵要素,分別為1.高度的發展潛能2.道地的再利用3.可逆性原則4.無障礙空間5.社區居民的支持6.豐富的創意7.優良的品質8.妥善的維護。此外,並建構橋樑活化再利用的規劃方向及建議國內橋樑活化再利用的方法與策略。本研究也詳實記載公園陸橋施工過程,探討公園陸橋改造面臨的問題及解決的方案,綜合提出二點建議,分別為:政府部門訂立契約需求應更加明確,以減少廠商辦理規劃設計產生的差異衝突;以及建議含公園陸橋之高雄港站整體區域應以「文化景觀」地位保存。期許本研究的結論與建議能夠提供相關單位作為未來橋樑改造再利用的參考。 For the purpose of providing passage over the obstacle, many kinds of bridges were constructed as part of transportation system worldwide. However some bridges that had lost their original function or were unable to sustain their increasing burden were abandoned, demolished or expanded. A few abandoned bridges were preserved, revitalized and reused by government authority. These methods not only extended the service of the bridges but also transformed their function and value. In 2012, conforming to the principle of urban renewal and culture artifact preservation, Kaohsiung city government initiated the plan of reconstructing Gongyuan Road Bridge located by Kaohsiung Harbor Station. The bridge entrance was demolished in order to preserve, revitalize and reuse its red arches. The insufficient city funding for the bridge reconstruction were resolved successfully by appealing to Construction and Planning Agency Ministry of the Interior in August, 2013. The bridge reconstruction were started from Jan 27th, 2014. On Sep 26th, 2014, Kaohsiung City Mayor, Chen Jiu hosted the bridge grand opening celebration.Kaohsiung City government changed the name of the bridge to Sky Balcony. This research analyzes related articles, compares and contrasts the reconstruction of Gongyuan Road Bridge with other cases. It thoroughly explains the design and the scope of the Bridge. It also deduces eight key elements for reusing bridge: 1.High Potential 2.Authentic Reuse 3.Reversible Principle 4.Barrier Free Environment 5.Community Support 6.Creativity 7.Excellent Quality 8. Appropriate Maintenance. Recommendations for planning, procedure, and strategy of reusing bridges are provided as well. The research also recorded the reconstruction process of Gongyuan Road Bridge in details and addressed the problem encountered and solution proposed for its reconstruction. Two recommendations were proposed. First, government department should be more specific for all demands in concluding the contract, so the conflict caused by difference of contractor's designed plan could be reduced. Second, the whole area of Kaohsiung Harbor Station which encompassed Gongyuan Road Bridge should be remained as “Cultural Scenery” Site. Hopefully the conclusion and recommendation of this research can provide related government unit as a reference for its future bridge reconstruction project.
