全球氣候變遷不僅帶來更為極端的氣候型態,生態與永續的發展也隨著下沉的環境狀況逐漸發散開來。過去由於國土計畫體制不健全,加上流域被國土歸納為「特殊功能」之使用,在整體治理上為配合國土規劃對於水資源與生態面上之應用上為調整,並無實際規範與模式。面對日趨複雜的綜合性議題同時,以目標為導向的規劃策略在快速變化的環境氣候無法全面應對,且目前水利單位礙於相關法規的限制,加上權責分工複雜與現行機制之限制,僅能以特別法施行,無法妥善的管理與利用流域土地並配合不同單位與事業機關。因此本研究透過流域相關研究計畫探討並以研究人員的角色跟隨教授的腳步,對流域治理模式的深入分析,探討 未來在實施與推動上之可行性,藉由了解水與土地的因果關係,釐清法令、組織或執行計畫等不同層級問題與相互關係碰撞,並彙整目前國際關切之發展趨勢,解析流域治理之關鍵項目,尋找在國土規劃轉變中流域治理最佳化的解決方式,探討未來在實施與推動上之可行性,利用空間規劃之思維模式建立流域土地管制之方式,建立一套適合當前流域治理最佳化的解決模式。 Global climate change is not only to bring more extreme weather patterns, ecology and sustainable development along with the deteriorating state of the environment gradually worse.
