Insurance fraud is on the rise in the US, costing insurance companies many millions of dollars per year, with most of the added costs passed on to consumers in the form of higher premiums. Extant research has identified a number of different reasons for the rise in insurance fraud, including the fact that up to one third of the general public perceive fraud a justifiable response to rising insurance costs. In addition, insurance companies may be lax in pursuing all but the most egregious cases of fraud for various corporate reasons, while law enforcement tends to place a low priority on the prosecution of insurance fraud. Fraud occurs when false or incorrect information is provided to obtain something of value, but appears to be particularly problematic in auto and homeowners insurance. It is estimated that at least one tenth of all claims in auto and homeowners insurance are fraudulent, leading to added costs for insurance companies, amounting to

The present study addresses the specific problem of poor communication between participants in insurance fraud investigations as a factor leading to the increased costs, degraded quality of service, and limited success in the prosecution of insurance fraud cases. Even after the creation of state fraud bureaus, believed by many to be a solution to the communication problem, the level of collaboration and communication between insurance companies and law enforcement during an investigation into auto or homeowners insurance remains poor. As a result, the communication problems among insurance fraud investigators, even as they work with each other in special investigative units, must be probed further. This qualitative research study relied on interviews with insurance company and law enforcement officials involved in insurance fraud investigation as the major method of data collection. A sample was drawn from the population of interest, consisting of two insurance officials, four law enforcement officials, and two district attorneys, who were interviewed and surveyed as a part of a case study. Interviews with eight professionals, using researcher-constructed series of interview questions, allowed for a sufficient amount of material to analyze the problem of communication. Participants were also surveyed to determine their experience of and views on the communication problems between investigators in interagency insurance fraud investigations and the degree to which they perceive these miscommunications to contribute to the low rate of success of insurance fraud investigations.
