摘要註:	都市計畫是一種國家介入土地使用的工具，也是各方政治、經濟勢力的調和與資源分配價值觀的規劃取向。1964年都市計畫體制明確區分為主要計畫與細部計畫2級制，但是現今大多都市計畫區的內容與性質都還是主要計畫與細部計畫合併擬定的型態。本研究嘗試著分析中央與地方政府運作內涵，輔助搭配理論文獻的回顧與都市計畫實例的研析，並探討國外歐美先進國家都市計畫體制的運作與近期的發展趨勢，來觀察現行台灣都市計畫所謂主要計畫與細部計畫區分的意義，最後透過專家學者深度訪談來與本研究成果作一實證。主要計畫與細部計畫邏輯劃分的意涵，必須先依據法制面，建立在中央與地方政府權限劃分基礎上；再從開發面，依據全球化彈性規劃與市場機制的趨勢，透過政府治理與市場經濟之間的彈性調節，維持投入與產出的平衡以及公部門與私部門勞力分工的平衡；並從實務面，在資本主義的彈性累積與社會調節之間達到張力的平衡，也是一種資本利益與社會公義的平衡；最後則是從永續面，重視國土規劃利用與地區環境永續，在環境容受力之下，建立生產的效率與公平的社會等四方面來討論。 The urban planning is one kind of national involvement land use tools, also is all quarters politics, the economical influence well balance and the resource distribution values of plan orientation. Urban planning system is clear about the discrimination plans 2 levels of systems for the master plan and the subdivision plan since 1964, but it merge draws up state which majority urban planning area the content and the nature all master plan and the subdivision plan nowadays.This research is attempting the analysis central committee and the local authority operation connotation, assists matches review the theory literature nd the urban planning example grinds analyzes, then will discuss the overseas European and American advanced countries urban planning system the operation and the short-term trend of development, will observe the present Taiwan urban planning so-called master plan and the subdivision plan discrimination significance, finally will penetrate the experts depth interview to come with this research results to make a real diagnosis.The intentions of demarcated logic by master plan and subdivision plan, mustrest on the legal system surface first, establishes divides in the foundation in the central committee and the local authority jurisdiction; Again from the development surface, the basis globalization elasticity plan and the market mechanism tendency, between the penetration government and the market economy elastic adjustment, the maintenance investment with delivers balanced as well as the government and the private department labor force division of balance; Between the practice surface, adjusts in the capitalism elastic accumulation and the society regulation the tensity of balance, also is one kind of capital benefit and the social justice balance; Finally is from sustainable development surface, takes the national territory usable plan and the local environment endures under the capacity in the environment, establishes theproduction the efficiency and the fair society and so on four aspects discusses.
