<italic>Practicing Democracy</italic>: <italic>Initiative and Referendum Voting in the Late 20<super>th</super> Century</italic>. The main question is: How have initiative and referendum elections functioned as democratic institutions in the American states. This projects ties together the mass behavior of California and Colorado electorates, the substantive outcomes of public policies resulting from initiative and referendum elections in these two states, and normative questions of democratic practice to examine whether this legislative institution reliably creates inclusive policy, meaning that the benefits of proposed legislation are accessible to the entire public. The project is motivated by a concern for the democratic character of direct legislation, which has been the subject of considerable criticism during the past three decades for failing to deliver on its explicit democratic promises. Unfortunately, literatures considering the significance of this institution often fail to provide the systematic analysis necessary to make the general conclusions they offer. This project attempts to resolve some of the controversy over the democratic character of initiative and referendum voting by evaluating 32 years of ballot issue elections in California and Colorado, two states that rely heavily on these procedures to construct public policy. The project employs an original dataset, created by a consideration of the subject matter of proposed laws, their potential costs and benefits to the public, the source and amount of campaign finance, and the electoral success for each initiative and referendum election in California and Colorado from 1964–1996. The findings suggest that citizens are more sophisticated than commonly thought. Additionally, that voting behavior reflects a preference for ballot measures with widely accessible benefits, and that inclusive public policy often results from ballot issues funded by organized interests. These findings challenge a common perception that special interests dominate direct democracy elections.
