The 1992 Agrarian Reform in Mexico enables the conversion of collective use rights to land into individual property rights, affecting more than 3.5 million landholders and their dependents. Investigating both rural and urban communities, the dissertation studies the impact of the reform on property rights, state-society relations, and citizenship. While the government contends that the reform expands the rights of the landholders, I argue that it reduces their rights because the reform eliminates economic entitlements while unduly conditioning the exercise of the new property rights.
