Over the past two decades, many rural communities have experienced economic crises as well as declining and eroding community infrastructure—physical and social. If these communities were to survive and thrive, the problems needed to be addressed. Such problems have been the focus of rural community based development groups who have sought to improve their communities. As the community based development groups have sought to find solutions and resolve their communities, problems, varying degrees of effectiveness and success have been achieved.

The focus of this study was effective rural community based development groups and the correlation of specific group characteristics such as organizational style of the groups, the groups' receptiveness to change, and the groups, receptiveness to leadership training. The relationship between the perception of effective rural community based development groups and specific group characteristics was tested in research conducted on participants who were active in community based development groups from twelve rural communities in Idaho.
