Finally, I conclude that relative to the design phase, interference from local government in Atlanta and Chicago decreased zone stakeholder participation in the early implementation phase. No individual theory from the literature on power, social movements, or democratic participation was completely applicable to the participation findings in the zones.

The level of participation for each zone is assigned a rung on Arnstein's Ladder of Participation based on the degree of power and decision-making permitted in the Empowerment Zone Strategic Plan design and early implementation phases.

Next, theories of power (Domhoff; Mills, Dahl), participation (Berry, et al, Arnstein, Piven and Cloward), and social movements (Tilly, Herring, McAdam) relevant to this analysis are explained.

The Methodology for this study includes an analysis of the process, content, and product (Schuh, Sendzik, Story) of the EZ Strategic Plan as well as a governance analysis (Chaskin and Peters). Based on interviews of community members, local and federal government officials, and representatives of community organizations. Focus groups and participant observation were also used to collect data for this study.
