Results indicated that end participation was most often used in the case studies. However, in terms of conceptualization of the source of the project goal and levels of participation, participation in the case studies does not correspond with participation in the literature reviewed. In addition, in terms of the representation of community members, participation in the case studies most often reflected biases such as “by the road bias” and “elite bias.” In the final analysis, recommendations for policy, planning and future research are presented.

This study addresses the issue of local communities and their level of participation with regard to ecotourism development by identifying the levels of participation in which they were involved, how the authorities and responsibilities were shared and who was involved in the project. Information was collected from written materials. In particular, seventy-three case studies were gathered from various sources of published literature and from correspondence with three international nongovernmental organizations (NGO's). These case studies were then reviewed and content analyzed.
