Four theoretical constructs, territoriality, defensible space theory, the theory of disorder (incivilities), and the fear of strangers, were tested in this dissertation. In addition the effect of an area's reputation was introduced. Eighty multi-family publically-funded housing projects and their inner city neighborhoods were chosen as case study sites. One-half of the sites were inside of the riot areas of South Central Los Angeles and Watts, and one-half of the sites were located in districts of LA unaffected by the urban unrest. The environmental displays consisted of 35mm slide sets. University of California undergraduates acted as visitor raters in the neighborhoods, and two expert panels assessed specific environmental features thought to be influential in the prediction of fear of crime, and appraised the neighborhood's real estate investment potential.

520 # $a The results indicated that fear of crime and social and capital investment are influenced by a complex set of environmental features, the perceived race and income of the resident population, and an area's preconceived reputation. The fear or dislike of strangers theory, or the perceived social factors of race and income, is a better construct to explain fear of crime, preference, and capital investment than are the theoretical constructs of defensible space, territoriality, or disorder. By comparison, specific environmental features and an area's reputation are better predictors of social investment. The primary environmental features which in excess instill fear, dislike and disinvestment are: (1) window bars (defensible space feature); (2) signage, especially that of governmental warning signs and for rent signs (territoriality features); and (3) disorder, specifically poor street maintenance, litter, graffiti, obviously needed repairs, and peeling paint (features of physical incivilities).
520 # $a These results give us a good hierarchical understanding of a visitor's environmental cue utilization for fear and investment behavior in low-income neighborhoods.
520 # $a This study explored the relationship between a visitor's fear of crime and their willingness to invest in communities which are not their own. A framework to better understand the context of the fear of crime embedded in the character and features of the built environment was proposed. This environmental context included six variable clusters: archival demographic data, objectively assessed environmental features, perceived environmental meaning, preference, reputation, and behavior affordance. Social and capital investment were predicted in several multivariate regression equations using the individual variable clusters.
