The United States must engage cultures around the world and introduce them to western concepts of freedom. When threatened or attacked, the United States must have the resources and willpower to respond. By developing reactive, anticipatory and collective defense systems, the United States can better defend against future terrorist attacks.

The right to self defense is a primary right of a state. It is contingent on three factors: immediacy, necessity, and proportionality. Following these factors a state may justly use reactive or anticipatory self defense.
