<italic>Conclusion</italic>. There have been some improvements in diversity on Alabama's campuses, however Alabama has only made marginal progress in removing the remnants of its former <italic>de jure</italic> higher education system. Seven policy recommendations are offered at the conclusion of this dissertation.

520 # $a <italic>Problem</italic>. This dissertation examines higher education desegregation efforts in Alabama after <italic>Knight v. Alabama </italic>. The <italic>Knight</italic> case began in 1978 when the Office of Civil Rights of the United States Department of Health, Education and Welfare began Title VI compliance investigation of public education in the state. The United States Department of Education issued a letter of findings to Alabama's governor and several university presidents. The letter notified the governor and the university presidents that vestiges of the former <italic>de jure </italic> system allegedly remained in Alabama's public institution in violation of Title VI and the state was directed to submit a plan for compliance, no plan was ever submitted. John F. Knight Jr., an alum of historically black Alabama State University, emerged as a lead plaintiff. The suit was filed on January 15, 1981 in the Middle District Court of Alabama. The trial began on July 1, 1985, and the court found that there were four remaining remnants of past segregation. Because of subsequent appeals and other court motions, the case would continue until 1991. On December 27, 1991, the federal court issued a ruling in the case. There are three research questions that guide the study: (1) What is the current status of desegregation efforts in the state of Alabama system of higher education? (2) What is the future policy direction of higher education policies in Alabama regarding desegregation? (3) Would a unitary board of regent system rather than a multiple board system more efficiently administer the court's higher education desegregation order in Alabama?
520 # $a <italic>Procedure</italic>. An in-depth historical analysis was used to examine the research questions. Data are examined from several universities (Alabama A&M University, Alabama State University, Auburn University, Auburn University Montgomery, Troy State University, Troy State University Montgomery, University of Alabama, and University of Alabama Huntsville) who emerged as key litigants in the case. The data include undergraduate enrollment, graduate and professional enrollment, faculty, and administrative staff. Funding data from state budgets for fiscal year 1991–92 through fiscal year 2000–01 are examined to show state appropriations over a ten-year period. Data from states who operate unitary systems of higher education are examined to determine the benefits and liabilities of a unitary system. The unitary system data also helps determine if it is a viable policy alternative in desegregating Alabama's higher education system.
520 # $a <italic>Results</italic>. It was determined that there are still remnants of inadequate funding in among Alabama's public universities. The state's largest universities continue to receive the majority of appropriations from state government. The desegregation efforts of Alabama's most universities have increased minority undergraduate enrollments, and many universities reflect the minority population of the state's citizenry. On the other hand, most universities have lagged in increasing the number of minority faculty members and administrators.
