The public education system has undergone substantial changes in the recent past. School board restructuring represents one aspect of a larger package of education reforms, and is an international trend shaped by influences of globalization and the reaction of neo-liberal governments to the increasing importance of the global economy. This thesis examines at the provincial and local levels the first steps of the recent board restructuring in Ontario between the years of 1996 and 1999, and how this restructuring has altered the role of the board in the decision-making process for educational planning and affected its ability to respond to the priorities of the small rural school. A result of the restructuring has been the dramatic alteration of the traditional planning role of the school board from one that could involve the priorities of small rural schools to one that is focused on implementing the policy of the provincial government.
