520 # $a Eisenhower's appointment of a science advisor and his establishment of a presidential science advisory committee marked a turning point in the test-ban debate. The technical conclusions of scientists beyond Strauss's tightly controlled orbit supported the president's inclinations, providing Eisenhower the confidence to overrule Strauss and other test-ban opponents. The combined weight of the expert counsel of eminent scientists convinced Eisenhower that a test ban could be adequately policed and strategically advantageous.

520 # $a This dissertation analyzes the secret test-ban debate within the Eisenhower administration. It emphasizes the centrality of science advice for understanding Eisenhower's decisions on the hotly contested issue. Contrary to a recent interpretation, this study concludes that Eisenhower strongly desired a nuclear test-ban agreement. In fact, Eisenhower was inclined to ban nuclear testing as early as 1954. Previous examinations of the test-ban issue have not identified the depth of the president's interest in a ban at this early stage or assessed the multiple factors that inhibited his actions throughout his presidency.
520 # $a This study also has important implications for assessing Eisenhower's leadership and his approach to arms control. Eisenhower's decisions on the test ban were at times hesitant and indecisive. That was the result of an amalgam of causes---the deceitful and manipulative acts of Lewis Strauss and other test-ban opponents, the president's leadership style, and his understandable confusion with the complex technical issues that dominated the debate. Strauss, the shrewd chairman of the Atomic Energy Commission, used his position to deceive the president, skillfully marginalizing test-ban advocates and virtually dominating the nation's policies on atomic energy for over four years.
