International institutions do not have power to create policies or enforce decisions; consequently, political scientists tend to focus on them as vehicles for state actions and objectives. However, they do have discourse power via their mandate of information provision to establish perceptions and set the terms of debate on issues. The methodologies used to assess discourse power are text analysis of international publications, organizational ethnography of international organizations, and country case studies. The issue examined is HIV/AIDS. The international organizations examined are WHO, UNAIDS, and the World Bank. The countries examined for influence of international discourses are Uganda, Kenya, and Rwanda. The text analysis finds that these organizations elaborate arguments based on organizational mandate, that their discourses remain consistent over time and borrow key concepts from sister agencies. The organizational ethnography locates the reasons for these findings in headquarters' dominance in publication-making, staff mandate awareness and collaboration across international organizations, and demand on writers/editors to read and be familiar with HIV/AIDS publications. It is concluded via case studies that international discourses possess power, are incorporated into World Bank projects, and are regularly utilized by country policy actors in addressing HIV/AIDS. Discourse power stems from discourse consistency over time, UN country field presence, discourse requirements for international funding, and UN media outlets in sub-Saharan Africa.
