This dissertation develops an analytical framework to analyze and assess the role of candidate selection processes in limiting the participation of women in municipal politics and explaining the variation in women's representation that exists across political parties. The dissertation demonstrates that candidate selection is integral to understanding women's electoral participation and that women's underrepresentation cannot be explained as a supply problem (an insufficient number of qualified women) or as one of demand (discrimination by voters). The framework focuses on two dimensions---exclusivity and centralization---to develop a typology of these processes and gauge their effects on women's candidacies. The central argument put forth is that more exclusive and centralized candidate selection can increase the pool of women in politics by circumventing self-nomination and local power networks, both of which tend to discourage aspirants and disadvantage women candidates. Conversely, those selection processes which are most inclusive and decentralized, such as primaries, are most detrimental to women's candidacies. The dissertation reveals how candidate selection processes can have unintended consequences for women's representation. The theories advanced here are tested by analyzing the candidate selection processes of the major political parties for municipal level elections in both Chile and Mexico. The data used in this analysis is drawn from a thorough analysis of party documents from each of nine major parties, secondary sources that have gathered valuable statistical data, and over 150 interviews with local, regional, and national level party officials, political candidates, and officeholders conducted during twelve months of fieldwork in eight municipalities.
