This project is a comparative study of the transformation of political campaign technique and organization. Its empirical scope covers the post-World War II campaigning experience of four West European political parties: the Christian Democratic Union and Social Democratic Party in Germany, and the Labour and Conservative parties in the United Kingdom. It offers a conceptualization of the broad transformation that has occurred in these and other parties' election campaigns---treating it in terms of two elements, professionalization and outsourcing---and it traces the professionalization process, and its consequences for party organization, in three specific areas of the campaign: opinion research, publicity (largely advertising), and the local campaign on the ground. Finally, drawing on the insights gleaned from this investigation, it proposes and illustrates two analytic frameworks within which to understand the recent development of campaigns and parties: first, an analysis of the determinants of organizational outsourcing that draws on economic theories of vertical integration and the boundaries of the firm; and second, an analysis of the process of campaign professionalization that calls attention to its contested, political nature.
