The first essay examines how government regulation and taxation of smoking varies with different government financial costs and income and how this affects smoking behavior, using cross-country and U.S. state data. I find that though smoking does rise with income at low income levels, it flattens out at higher income levels, especially in more recent years. I find that it is unlikely to be due to differences in tobacco taxation and regulation policy between richer and poorer nations. Both cross-country and U.S. state data indicate that tighter government fiscal constraints are associated with higher cigarette taxation. There is also some evidence that tighter constraints are associated with stronger regulation using cross-country data.Subjects--Topical Terms:

The second essay evaluates whether, amongst developed countries, being an inflation targeter affects inflation outcomes. The conflicts in the existing literature are discussed and a number of identification approaches are employed (instrumental variables, assumptions about heteroscedasticity, panel fixed effects and a potential natural experiment). Generally I find a small and insignificant effect on inflation.

The third essay seeks to better understand why Greenspan speculated about an increase in productivity growth in the mid-1990s well before standard frequentist statistical tests and many economists recognized a change. I explore whether Bayesian methods, which are potentially better suited to the problem faced by decision makers, can help in understanding Greenspan's behavior. Using Bayesian techniques, the evidence for a structural change does seem to accumulate sooner than with a frequentist (or what I will call classical) approach. There is also evidence of substantial uncertainty about the extent of the productivity increase. This uncertainty plausibly played a part in Greenspan's actions.

This dissertation consists of three essays relating to taxation and regulation and monetary policy. More specifically it examines the setting of smoking regulation and taxation, the effect of the monetary policy strategy of inflation targeting on inflation and whether Alan Greenspan's behavior in the mid-1990s can be more easily understood using Bayesian (rather than simple frequentist or classical) methods.
