In this dissertation I examine the new criminal type that has emerged in the rural United States in the wake of the methamphetamine problem. I focus particularly on how concern over this figure, as the symbolic embodiment of the methamphetamine problem itself, has created new social relationships in which law occupies a prominent though precarious place. Specifically, I examine: how attempts to raise awareness about the epidemiological signs of meth production and use have created new obligations for citizens to police the epidemic; how scientific understandings of addiction circulate in the criminal justice system to the degree that "the addict" now constitutes a discrete criminal type; how administrators of key institutions have increasingly incorporated drug detection into their everyday administrative duties as a way to address methamphetamine; and how law has been used to arrest, prosecute and punish meth offenders, and the consequences this has had on their lives. Proceeding in this way, I show the more subtle impact of the methamphetamine problem on rural communities, and offer a glimpse into the legal culture that is taking shape more generally in the United States in the context of the War on Drugs.
