520 $a What can developing regions, aspiring to become high-tech production centers, learn from the experience of Silicon Valley (1958 to 2001) in the development of water quality management techniques and policies in the case of the development of the semi-conductor industry? The embedded case study explores the confluence among (a) environmental regulation of groundwater and hazardous substances; (b) high-tech industry1 development myths; and (c) socio-cultural/institutional framework dynamics from an ecological factors perspective, rather than the more traditional neo-classical economics or institutional approaches to understanding regional economic development.
520 $a The dissertation presents a focused history of the peripatetic VOC pollution problem associated with the semiconductor industry, exposing core consequences of atomistic thinking---industrial pollution proliferation. The increased separation of individual action from its social and environmental consequences has increased the difficulty of establishing monitoring of feedback loops that need to be studied.
520 $a Next, it reviews major environmental regulations governing groundwater quality from the federal, state and local levels as a context for evaluating how effective environmental regulations have been on groundwater quality. It develops a practical modular GIS framework-based cost-comparison model to examine whether pollution prevention is cheaper than remediation (after-the-fact) action. Environmental protection costs upfront may not be so hard for management to swallow. Information regarding well location (water supply and monitoring), construction, areal geology, permeability, and depth to groundwater; land-use characteristics; and location of pollution sources were compiled into a relational spatial database.
520 $a This research finds that natural capital can no longer be a commodity that business attempts to own for the sake of coveted profit margins. Piecemeal regulations have been haphazard and address symptoms, not root issues that pose more significant risks that can be projected into perpetuity. In addition, resources allocated to the issues are either too few or applied without sufficient science foundation.
520 $a Preventative pollution control is less costly than remedial efforts. Clean-up continues to plague Silicon Valley. Monitoring costs continue in perpetuity at many groundwater contamination sites. The simple cost-comparison model provides insights on parameter input complexities and points to possible cost savings to the facility in the case study, had a pollution prevention perspective been adopted.
520 $a Adverse effects of development on the natural environment and society have an incubation period. The realization timeframe from cause to affect took (1950s to 1989) approximately 40 years. In places like Taiwan, the manifestation of pollution problems associated with the electronics and semiconductor industry took only 17 years e.g. RCA-Taiwan 1978 through to 1990). With chip production volumes on an unprecedented rise from worldwide demand of more electronic gadgets, the problem manifestation time is likely to shorten dramatically.
520 $a The chief contribution of this research to economic development & environmental planning is to emphasize the importance of taking into account ecological factors in tandem with traditional economic development goals. The burden of proof seems unjustly (arguably forcibly) borne by workers and communities where these facilities reside and release their toxic effluent.
