在不同時空背景下,不同的政策,會隨著人們對此一政策實質操作方式、效益有無等面向的注意與討論,而獲得社會大眾不同解讀與認識,以民國92年行政院推動的「地方產業交流中心」此一政策而言,甚至是對「屏東縣地方產業交流中心」而言,更是如此。姑且不論「地方產業交流中心」這個政策在當前政府制度脈絡與行政過程中,充滿高度的不確定感,加上承載此一示範計畫的政策定位曖昧不明。使得屏東縣地方產業交流中心從規劃到啟用、經營、管理階段,各式各樣的正面或負面的聲音,尤其每到政治選舉來臨,質疑及批判屏東縣地方產業交流中心的意見蜂擁而至。甚至連屏東縣地方產業交流中心協助本地社區踏上社區總體營造之路,也面臨到正反兩面不同的聲浪。然而,屏東縣地方產業交流中心,這個當初奠基在「地方產業交流中心」示範計劃政策下的產物,自規劃至今,對離牧政策實施後、在水源水質水量保護區的限制下,地方經濟與產業似乎無法翻轉的高樹鄉,嘗試以學習型區域與社區總體營造到底進行了哪些觀念上的翻轉、以及協助在地產業轉型的具體經驗與案例為何?屏東縣地方產業交流中心設置後,經營管理規劃團隊與後續進駐的營運組織,嘗試以學習型區域作為操作之參考,並以在地社區傳統產業-釀漬為主要推廣與研究對象。透過學習型區域的核心概念與社區總體營造的操作模式,重新觸動地方學習與創新的過程,乃是本研究主要目標。 Along with the different spatial and different temporal context, a policy will present different interpretations, different consenses, as under different mode of substantial operating, and different benefits. Especially the policy of building " Local Industry Communicating Center" in every agricultural area, which advocated by Executive Yuan of Republic of China in 2003. And which aspirate " Local Industry Communicating Center in PingTung County "(LICCPT).In spite of highly uncertainties of governmental institutions, and administrative operation of the implementation process, the policy of "Local Industry Communicating Center," carries a demonstration project its orientation is ambiguous. With the result that LICCPT flood controversy opinions, weather in start or in operation ,in administration stage. In every political election seasons, flood in questioning and critigue voices. Even when LICCPT assist local community embark on the road of community total construction, faced the controversy opinions too.However, the foundation of LICCPT is the " " Local Industry Communicating Center", a demonstration project, What have been transtformed? What is the concrete experience and vivid example for assisting local industray?In the case of Kau-shiu village,which facing the national away-from-livestock-farming policy , includ in the water Source,water quality,water quantum protected areas, in the result that the village cannot turn to economic and industrial development. What did LICCPT do to change it?? And how do LICCPT to assist ? It’s the aim of this study.When LICCPT have set up, management team and forecoming management organization settle in,who try to use learning region as a reference, and take the traditional industries - brewing and pickle farm as the main promotion and research objects,. The goal of this research is to interpretate how to use the core concept of learning region to restart the process of learning and innovation in local area.
