摘要註:	摘要兩岸由金、馬離島試辦的小三通至全面開放大三通，治安問題一直困擾著執政當局，對於日益嚴重的治安，想要建立社會新秩序，不能單靠有限的警力與各項的行政革新，應重新思考將「志願服務」融入「社區安全」之中，激發民眾志願參與社區警政的意願；修正早期國人自掃門前雪的錯誤觀念，結合社區各項資源，建立「社會治安人人有責」的觀念，共同建構社區安全體系，才是社區永續發展之根本所在。本研究的主要目的在於以社會資本理論來探討社會資本對社區安全的影響會因居民參與志願服務的程度而有所不同，並瞭解社會資本對社區安全之影響。本研究以金門縣前水頭社區居民為研究對象，以便利抽樣方式進行問卷訪查，共計發放400 份問卷，回收有效問卷398 份。研究結果發現：(1)社會資本對社區安全有顯著的正向影響；(2)志願服務在社會資本與社區安全之間具部分的調節效果。本研究建議：(1)應建立社區特色，藉以凝聚社區居民的共識及參與感；(2)積極籌組社區守望相助巡守隊，以建立社區安全規劃、執行危機管理等，始能有效的發揮志願服務的參與，並能提高社區之安全。關鍵字：社會資本、社區安全、志願服務 AbstractBoth sides by the Kinmen and Matsu Islands pilot Minor three linksto the full liberalization of the three direct links, security problems hasplagued the ruling authorities. For the deteriorated public security thatwants to establish a new social order, not only rely solely on the limitedpolice force and the administrative reform, but need to integrate the"Voluntary Services" into the "Community Security" to motivate the will ofthe public that participatng the community policing.“Let every man skin his own shunk”,the wrong concept in the earlier,should have to modify it right now.It is the fundamental to sustainabledevelopment that promoting the participation for the public affairs of themembers in community,and combining with communityresources,establishing "social security is everybody's responsibility" inconcept,and the last,constructing the community security systemaltogether.The main purpose of this study is to verify the effects of the socialcapital on the community security by using the social capital theory,and itwill make a difference with the degree of the voluntary services.The questionnaire was collect data from the local residents ofShuitou community in Kinmen Country. Through Random Sampling,totally 400 questionnaires were distributed, and 398 valid questionnaireswas obtained..The result reveals that: (1)Social capital have significantinfluence on the Community Security ;(2)Voluntary Service have a part ofthe moderating effect between Social Capital and Community security.This research suggested: (1) should establish the communitycharacteristic, so as to condensation community resident's mutualrecognition and sense of participation; (2) organizes community mutualattention to make an inspection tour positively the team, establishes thecommunity safe plan, to carry out the crisis management and so on, onlythen can the effective display wish service participation, and canenhance security of the community.Keyword：Social Capital、Community Security、Voluntary Services.
