摘 要 社區營造他是在厚植「社區生活共同體意識的建立」、公民社會的發展、民主基礎的建構、並能永續經營發展；其內容就是結合政府部門財力行政支援、非營利組織及學術界投入培訓社造基本知能與技能、社區組織健全運作與民眾自主意識的凝聚。 社區的發展型態宜因地制宜、有切入點的選擇性或時程與策略上的考量等，在現階段社區營造的型態有：社福醫療、社區安全、社區人文教育、社區產業發展、社區環保生態、社區環境景觀等六大面向；都可能是社區發展的主要議題、但對於社區民主的落實、社區自主的培力過程，則是共同的程序正義；要社區組織「與時俱進」朝現代化需求發展的最大困難就是「缺乏公民意識」的建立、主要原因是民眾的「自律性」不足所引致。 本文的論述主要是從一個理事長八年的社造生活紀事(社區總體營造)、從懵懂不知徬徨、到積極將一個原地空轉多年的社區組織、一步一腳印導入正軌健全運作、以成立環境志工隊作為文賢社區社造的切入點、但這一切都建立在社區認同與社區團結的基礎上，並且須有地方仕紳、在地長者、意見領袖及企業體善盡社會責任、願意投入社區營造，協助社區組織經營團隊共同來承擔此一重任、加上志工團隊自願參與社區營造知能與技能的培訓、在工作中自我研習成長、並結合社區民眾的熱情參與、才有辦法啟動文賢社區的營造工作、也使得社區組織經營團隊能夠理性順利排除窒礙，並在穩定中逐漸成長與蛻變，相信N年後文賢社區會是一個南台灣的區、最適合『人』居住的優質社區。 社區居民都希望在一個親切、衛生、舒適、安全、快樂、安心環境中過生活！因為社區組織較能夠親近民眾並深植真正屬於居民生活領域水與綠的生態環境空間營造的新思維與民眾參與觀念的演進，所以它是一個長期性的永續工程；共同基點是社區認同與共同參與、考慮如何使社區環境住起來更加舒適、俱在地文化內涵與生活品質的提升等發展目標確認；配合政府政策性輔導與補助機制、拋開派系紛爭、由下而上全面來改造自己生活的生態環境並具有低碳精神的優質社區、而持續努力。 【關鍵字】：生活共同體、公民社會、因地制宜、社區自主、程序正義、與時俱進、公民意識、社區認同、生態環境、低碳精神。 Abstract He was Houzhi community building, "the establishment of community life, sense of community, " the development of civil society, the construction of the basis of democracy, so that the light show community organizations, and to sustainable development; its content is a combination of financial and administrative support to government departments, non-Profit organizations to support training and community building basic skills, community organizations and the public self-consciousness of integrity, cohesion, which work together to build out a group living environment.
