摘要註:	中國與越南為亞洲最受矚目的兩個轉型經濟體，兩國是世界唯二採用漸進式的改革，但政治體系均仍是採取極權主義的共產制度。然而，中、越兩國的資本市場發展並不夠成熟，使得國內需高度仰賴銀行融資貸款，因此銀行產業的經營績效與兩國的經濟發展息息相關；再者，中、越兩國擁有相似的市場與政治體制，以及幾乎在同時間採取了改革開放，但兩國在經濟發展的過程中仍然有明顯的差異，支持兩國經濟發展的銀行業是否因此存在著結構性的差異，值得進一步分析。資料包絡分析法( data envelopment analysis, DEA)廣泛的應用於衡量金融機績效，其優點在於不需設定函數形式且可以衡量多元投入與多元產出。不過中國與越南因背景和管理等等的不同，銀行產業應該屬於不同的營運系統。此外，而許多研究均指出，控制不良放款對於個別銀行與整體金融環境非常重要的；然而，在模型中不良放款並不符合投入產出變數需半正定的假設。System-BCC模型不僅能評估中、越兩國銀行產業之經營績效，亦可使不良放款平移以符合DEA假設。本研究樣本取自於Bankscope資料庫，並分為中國銀行與越南銀行兩組系統，期間涵蓋2007年至2009年。實證結果顯示：(1)中國銀行與越南銀行的效率邊界有顯著的差異。(2)越南銀行無法成為中國銀行的學習標竿，而有些越南銀行必須學習中國銀行的營運模式才能夠改善自己的效率。 China and Vietnam are important newly emerging economies in Asia. Since the capital markets in both countries are not well-developed, banking industries play an important role in financing the economic development. Furthermore, China and Vietnam in the economic growth are different. Consequently, it is worth to investigate whether distinctive characteristics exist banking industries operating under the different economic systems. This study extends the input-oriented BCC model, which is invariant under the translation of undesirable outputs (NPLs) and allows banks belonging to different operating systems, to analyze efficiency of Chinese and Vietnamese banks. Empirical results show: (1) The efficient frontiers of Chinese and Vietnamese banks are significantly different; (2) Vietnamese banks cannot be the benchmark of Chinese banks, while some of Vietnamese banks have to imitate the operational mode of Chinese banks in order to improve efficiency.
