受到全球化和資訊科技技術的進步,國與國之間,區域和區域之間所發生的事務越趨複雜,民眾對於政府所反應的事項,往往不是單一機關或單一縣市可自行處理,政府機關面臨這些問題,也逐漸改變治理的方式,各縣市之間逐漸發展跨區域的合作模式,或對於府際關係的重視,這種種的改變,都是為了因應越趨複雜的事務。透過此次的研究,以跨域治理之相關理論檢視,並輔以國外跨域治理實務運作經驗來加以比較分析,希望能了解到鹽埔鄉公所和潮州鎮公所對於跨域治理時務運作上之處理方式,是否有其需改進之處,並加以提出建議之道。本文分為六個章節,第一章「緒論」:確定本研究的主題,說明研究背景與動機,並擬定研究目的;第二章「跨域治理之相關理論」:藉由文獻來探討和跨域治理相關的學說和理論;第三章「跨域治理各國實務分析架構」:以英、美、日、德及我國實務為例,來探究國外和我國跨域治理實務上的運行狀況;第四章「鹽埔鄉公所跨域治理之個案分析」:本章節以屏東縣鹽埔鄉公所排水系統改善案件,加以探就分析。第五章「潮州鎮公所跨域治理之個案分析」:本章節以屏東縣潮州鎮公所高雄機廠遷建潮州開發計畫案件,加以探就分析;第六章「結論與建議」:依據本篇研究做ㄧ總結,提出自身的想法與建議。 就結論而言,本研究發現,跨域治理除了基本的制度,和法令規章訂定之外,公務人員的「服務熱忱」,是真正最重要的影響因素。地方政府就跨域治理事務上,應該以更積極的態度去面對,不能以資源不足做為藉口,推卸責任;而中央政府決策時,地方政府應多被賦予政策參與的權力。 在建議上面,重視民眾在跨域治理中所扮演之角色,且活用電子化政府之便利性,以增強跨域治理角色間之溝通,更重要的一點是,政府官員跨域政策之推行,須具備「同理心」。 Because of the globalization and the progression of information technology, the affairs happen between countries and regions are increasingly complex. For people, the problems government response is usually unable to handle it by single unit or province and city. So, while face such problems, the government organizations start to change their governing method, that is to say, they gradually handle the affairs in cooperation with other jurisdictions or pay more attention to the intergovernmental relation. The reason for such changes is to adapt to more complex affairs. This research attempts to understand where to improve in the handling of Yanpu and Chaojhou Township Offices while do the across boundary governance and give the suggestions based on the comparison and analysis of the theories relate to the across boundary governance with the international practical experience in across boundary governance.There are six chapters in this report. The first chapter, “Introduction,” is ensuring the research topic, describing the research background and motivation and formulating the research purpose. The second chapter, “The relevant theories for across boundary governance,” describes about the investigation of the principles and theories relate to inter-jurisdictional governance by the literatures. The third chapter is “The structural analysis for practical across boundary governance in each country.” In this chapter we will take the practical experience in British, USA, German and Taiwan as examples to explore the operation condition of across boundary governance experience at home and abroad. The forth chapter,“The case analysis of the across boundary governance in Yanpu Township Office,” is the chapter that investigates and analyzes the case of improving the drainage system Yanpu Township Office in Pingtoou County. The Fifth chapter is “The case analysis of the across boundary governance in Chaojhou Township Office.” In this chapter we will investigate and analyze “The Chaojhou Township in Pingtou County: the development project of moving the factory from Kaohsiung to Chaojhou”. The sixth chapter is the “Conclusion”, which will give a conclusion and provide our ideas and suggestions based on the research.In conclusion, we find that in the across boundary governance, other than the basic systems and formulation of the regulation, the “warn service” of the officer is the real impact factor for it. As for the affairs of across boundary governance, local governments cannot take resource shortage as an excuse to shirk their responsibilities but overcome it in a positive way.In terms of the suggestions, while doing the across boundary governance, not only need to concern what people concern, but also use the e-government wisely to enhance the communication between jurisdictions. Most important of all, the governors shall promote the boundary-spanning strategy with empathy.
