The purpose of this qualitative case study was to develop a Marine Sport Tourism Management Strategy Model. A case study procedure---purposeful sampling, sampling criteria, and coding approach---was used in this study. Multiple sources of evidence, limitation of the interpretation, thick descriptions, defining investigator's position, triangulation, audit trail, and member check were used to enhance the validity and reliability (dependability) of this research. The content analysis was chosen to investigate eight established ocean policies from Australia, the United States, Canada, and Taiwan. The finding was compared with nine selected literatures that investigated marine sport and tourism related management affairs from Europe, The Republic of Malta, Belize, Tanzania, Canada, Chile, China, France, Denmark, Germany, Netherlands, Thailand, India, and the United States.

Results of this study established a conceptual model for marine sport tourism management strategies for the researcher to analyze goals, interpret strategies, and identify key performance indicators. Key findings indicated that there were 17 objectives of a marine sport tourism management strategy model: development of the sustainable marine tourism economy, maintenance of maritime safety, enhancing understanding of marine knowledge, sustainable development, monitorship and assessment, management of quantity for services, management of quality for services, management of location for services, commercial and recreational activities, promotion of the coastal recreation and tourism industries, development of eco-tourism, design and construction of marine tourism area, establishment of stewardship for marine resources, resolution of conflicts, establishment of public/private partnerships, recovery of marine ecosystem, and strengthened ocean governance. Each objective consisted of matched strategies. This research identified 18 key performance indicators for evaluating the model: sustainability; ocean environmental health and integrity; maintenance of ecosystem integrity; integrated oceans planning and management; ecologically sustainable marine- based industries; governance; managing for uncertainty; application of the precautionary principle; reporting, monitoring, and assessment; interests and responsibilities of indigenous peoples; broader community participation; regional and global responsibilities; ecosystem-based management; science for decision making; public education; conservation and management of resources, supporting maritime transportation; and advancing international ocean science and policy.
