Summary:	本論文主旨在探討ECFA對台灣農業出口的影響，主要以早收清單來探討研究，了解台灣農業之發展過程及政府的農業政策，本論文並不以台灣全部農產品或是單一農產品來做探討研究，而是以政府所簽訂ECFA農產品的早收清單做為分析探討研究的重點。台灣與中國在2010年6月29日恢復協商機制，並簽署眾所關切的兩岸「經濟合作架構協議」（Economic Cooperation Framework Agreement，ECFA）及有關兩岸智慧財產保護協議。透過文獻探討，本文由歷史回顧WTO、ASEAN、EFTA、NAFTA、TPP等發展來做探討，藉由ECFA的早收清單降稅率之後的發展與應變，以2008~2012年共5年期間，農漁產品：香蕉、文心蘭、紅龍果、檸檬、金針菇、石斑魚、其它冷凍魚片、其他冷凍魚、其它冷藏魚、其它未列名動物產品（甲魚蛋等）等，共十種ECFA早收清單的農產品，以年資料來做敘述統計描述與Panel迴歸分析之研究，深入了解ECFA簽訂前後早收清單中台灣農產品出口中國的變化。經由實證結果發現，ECFA的早收清單裡有部份農產品，在出口總值與出口總重量中看似增加，但在嚴謹的Panel迴歸計量分析後，代表ECFA簽訂前後的虛擬變數之迴歸估計值皆不顯著，顯示ECFA簽訂前後早收清單中台灣農產品出口中國的總重與總值並無明顯的變化，亦既ECFA的效果並不顯著。 The main feature of this thesis is to explore ECFA's (Economic Cooperation Framework Agreement) effect on agriculture exports from Taiwan to China, mainly focus on ECFA’s "Early Harvest List" to understand the development and agriculture policies of Taiwan government. This thesis doesn't study all or single agriculture product, instead it focus on ECFA's "Early Harvest List" as our primary research. Taiwan and China resumed negotiation mechanism and signed ECFA and related intellectual property protection agreement between both sides on June 29, 2010. Through survey of existing references, this article reviews the historical development of regional and global economy and trade organizations such as the WTO (World Trade Organization), ASEAN (Association of Southeast Asian Nations), EFTA (European Free Trade Association), NAFTA (North American Free Trade Agreement), TPP (Trans-Pacific Strategic Economic Partnership)… etc.To investigate ECFA’s effect and development before/after tax rate deduction on "Early Harvest" agriculture exports, we use 5-year data over 2008-2012 on ten agriculture exports using descriptive statistics and Panel regression. Ten agriculture exports include banana, oncidium (dancing-doll orchid), pitaya, lemon, Enoki Mushroom, grouper, other frozen fish fillets, other frozen fish, cooled fish, and other unspecified animal products (e.g., soft-shell turtle eggs),… etc.Descriptive statistics show that the total volume and total weight of Taiwan exports seemly increased for some agriculture products of ECFA’s Early Harvest items. However, after cautious investigation using serious Panel analysis, the dummy variable that represents the estimated regression effect before/after ECFA are all insignificant. It implies that there exists insignificant change in the total volume and total weight of Taiwan exports in ECFA’s "Early Harvest List" before/after signing of ECFA which means that ECFA is ineffective.
